Serves as a project manager coordinating the development, expansion, and refinement of complex water resources investigations and studies for the San Joaquin River Restoration Program.
  • Serve on an interdisciplinary team as a Project Manager, working to restore fish passage and habitat on 150 miles of the San Joaquin River.
  • Organizes, directs, and provides technical review of the work of engineers and specialists in a wide range of disciplines who are located organizationally in the same or other offices or agencies.
  • Determines the nature and extent of studies and analyses required for investigations.
  • Reviews and evaluates results of existing private source and Federal, State, and local agency studies covering topography, ecology, trends, water needs, general economy of the area, and other factors pertinent to the area's resources relevant to implementation of the San Joaquin River Restoration Settlement.
  • Participates in negotiations with other Federal agencies, State resource management and regulatory agencies, local governments, water districts, Federal water contractors, as well as representatives of other Regional offices in connection with sensitive water resource issues that are subject to intense scrutiny by interested parties.
  • Represents Reclamation in a variety of official capacities.
  • Prepares and manages contracts for all or a portion of assigned investigations.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a degree:
Social Sciences Discipline, GS-0101
A. Degree in behavioral or social science; or related disciplines appropriate to the position. -OR -
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR -
C. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Biological Sciences Discipline, GS-0401
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-
B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education.
Landscape Architecture Discipline, GS-0807
A. Degree in landscape architecture or landscape design. -OR-
B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Civil Engineering Discipline, GS-0810
A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Bard for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (A) statics, dynamics; (b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-
B. Combination of education and experience demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual here for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.
Physical Science Discipline, GS-1301
A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-
B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience coordinating project schedules and budgets; working on a multidisciplinary team; coordinating with Federal, state and local entities; preparing contract specifications and acting as a contracting officer's technical representative for complex technical contracts; technical experience related to water resource projects through planning, design and construction; experience involving restoration and enhancement of natural resources; experience with fish passage and habitat restoration, water resources, water supply, or hydroelectric development projects.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience as a project manager, to include developing schedules and budgets; overseeing a multidisciplinary team; working with other Federal state and local entities; developing scopes of work and managing contracts. Experience managing water resource projects through planning, design and construction; experience involving the stabilization, protection, restoration and enhancement of natural resources; experience with fish passage and habitat restoration, water resources, water supply, or hydroelectric development projects. This experience must have been gained in direct support of water resources projects designed to stabilize, protect, restore and enhance estuarine or river environments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
