Our client is seeking a permanent fulltime contracts professional to join their team in Oak Ridge, Tennessee. This role will be responsible for managing government contracts, particularly federal contracts. It will navigate the intricacies of Federal Acquisition Regulation (FAR) and its supplements, including Defense Federal Acquisition Regulation Supplement (DFARS) and Department of Energy Acquisition Regulation (DEAR).

Handle the compilation and issuance of Request for Proposal and Request for Quote packages

Initiate and issue basic materials purchase orders to suppliers

Create and issue a wide range of subcontracts to service, engineering, and construction providers

Request, review, and analyze contractor cost proposals to determine the reasonableness and acceptability of proposed costs

Understand, oversee, and monitor flow down requirements from prime contracts with customers

Negotiate price and terms with subcontractors and suppliers

Administer subcontract during performance, including receipt, review, and dispositioning subcontractor requests for equitable adjustment and resolution of claims, as well as ensuring payment is in accordance with the subcontract terms

Conduct subcontract closeout activities as needed

Review and approve insurance certificates to ensure compliance with company requirements

Track prime contract and subcontractor funding, period of performance, and other relevant information

Provide various types of administrative support to team members when needed

Assist with the review of procurement policies and procedures, helping with updates as needed

Monitor changes to FAR and other related federal requirements

Minimum of 5 years of experience as a Contracts Administrator or in a similar role.
Proficiency in using Costpoint and Deltek software.
Proven experience in the construction industry.
Comprehensive understanding of Federal Government Contracts and Government Contracts.
Excellent negotiation and communication skills.
Strong organizational skills with the ability to handle multiple tasks simultaneously.
Keen attention to detail and the ability to maintain accurate records.
Ability to interpret and analyze contractual terms and conditions.
Bachelor s degree in Business Administration, Law, or related field is preferred.
Certification from the National Contract Management Association (NCMA) is a plus.
Proficiency in Microsoft Office Suite, particularly Excel and Word.
Excellent problem-solving abilities and analytical thinking skills.
Strong understanding of contract laws and regulations.
Ability to work under pressure and meet deadlines.
Excellent written and verbal communication skills.
Ability to work independently, as well as part of a team.
Strong ethical standards and high levels of integrity.
