What will you be doing in your role?

  • Lead the TXOR Research and Evaluation team, providing comprehensive training, setting and maintaining accountability through clear expectations, and supporting professional development.

  • Oversee defining performance outcomes, prioritizing tasks, providing training needs, and directing teamwide goalsetting and strategic planning.

  • Manage the development and implementation of a statewide evaluation plan and framework with monthly, quarterly, and annual touchpoints to assess programs across all subgrantee partners.

  • Manage a statewide evaluation plan, reviewing key data and programmatic implementation at subgrantee agencies to identify trends and opportunities for improvement.

  • Develop and pursue innovative solutions to service delivery through ongoing data analysis, prototyping tools and tactics, ongoing research of new models and best practices, and developing a reliable feedback loop with clients and partners to empower a human-centered approach to program design.

  • Direct priorities for the development of new programs and inform design priorities across all programs, based on funding opportunities and data trends.

  • Oversee the Data Governance Committee to coordinate and align all data collection strategies across TXOR teams and provide a streamlined and up-to-date understanding of key indicators.

  • Maintain a robust understanding of data analysis and evaluation methodologies, including the development of programmatic logic models, pilot program design, evaluation methodologies, database needs, and reporting requirements.

  • Establish key indicators for new and existing programs to inform any evaluation planning by the Research and Design Specialist.

  • Lead the incorporation of data in the implementation of research, program design, monitoring, and evaluation across TXOR teams.

  • Direct priorities for the development of new programs and inform design priorities across all programs, based on funding opportunities and data trends.

  • Operate as an expert in programs and evidence-based best practices, including current knowledge of ORR-eligible populations and programs, the Code of Federal Regulations guidance, contracts, compliance and reporting requirements, funding structures, and national trends.

  • Oversee the buildout of strategic tools to evaluate programmatic data, including PowerBI dashboards, client and subgrantee surveys, focus groups, interviews, and direct observation.

  • Design and implement evaluation-centered trainings for both the TXOR team and partners.

Are you the next Associate Director of Research and Evaluation?

  • Master s Degree (preferably in research-based specialty)

  • Minimum 5 years of experience managing staff and/or projects.

  • Familiarity with refugee populations and programs

  • Ability to travel frequently to quarterly in-person TXOR meetings across the state, at a minimum.

  • Excellent communication skills, both verbal and in writing, with the ability to speak to diverse audiences.

  • Experienced with complex technical regulations and procedures and analyze complex situations.

  • Ability to use a personal computer and utilize various computer applications.

  • Demonstrated ability to prioritize and perform multiple tasks in the same timeframe, handle interruptions appropriately, and complete work within deadlines
