Mid-Level Monitoring, Evaluation and Learning, Senior Associate

Itad is recruiting a Mid-Level Monitoring, Evaluation and Learning (MEL) Senior Associate to join our growing team in Washington, DC. The Mid-Level MEL Senior Associate should have expertise in mixed methods research, and an understanding of how to apply these to monitoring, and evaluation to support various projects with USAID and other USG donors. The MEL Senior Associate will work on a variety of programs in sectors including open innovation, global health security and other sectors relevant to USAID. They will report technically to the MEL Director or Project Director of each program they are working on, and functionally to the Itad Deputy Director.

Responsibilities

  • Support different projects by leading the ongoing development of MEL plans, frameworks and/or processes, including global-level and project-level MEL design, template and data collection tool design, and process/system development
  • Leverage mixed methods to design and implement research that answers client questions about programming and implements the Activity Monitoring and Evaluation Plan
  • Lead the creation and implementation of quantitative and qualitative data collection instruments and processes, conduct data collection and data quality reviews, review and synthesize documents, analyze data, and provide recommendations for the client and learning activities
  • Develop theories of change, results frameworks, selection or development of indicators and related Performance Indicator Reference Sheets (PIRS), etc.
  • Develop training materials related to MEL activities and assist with trainings
  • Oversee program monitoring data quality, providing Quality Assurance and technical assistance to programs related to their monitoring data
  • Support evidence-driven decision making through data visualization work
  • Conduct analysis (quantitative and qualitative) and develop high quality reports and deliverables as required by the client
  • Oversee consultants working on those projects to ensure the quality of their work
  • Support Project Directors and MEL Directors as needed for each program

Qualifications

  • Master s Degree in a relevant sector with 8 years experience
  • Demonstrated experience providing MEL technical expertise to multi-year long donor -funded programs, with a preference for experience working on USAID or USG- funded programs
  • Comfortable working with team members in different time zones and collaborating remotely
  • Strong quantitative and qualitative analysis skillsets
  • Understanding of USAID s MEL requirements and standards
  • Ability to manage multiple competing priorities and meet tight deadlines, as well as work on several programs at one time
  • Experience working with data analysis and data visualization software including Tableau, NVivo, PowerBI, and others
  • Ability to develop deliverables and also provide Quality Assurance to deliverables produced by clients
  • Detailed oriented, organized and advanced written and verbal communication skills
  • Experience with program management, monitoring and evaluation, administrative support, project coordination, or other related fields would be useful but not required
  • Fluency in English required. Knowledge of other languages is a plus
  • Must be based in the USA and a US Citizen
