The CTRIC BTRP BS&S Science SME position requires expertise in the fields of Life Sciences, Biological Lab Operations, Biorisk management and Biosafety and Biosecurity (BS&S) hazards and threats. This will include application of specialized scientific and technical expertise in biological events resulting from human intervention/planned attacks, WMD-related known diseases, and causes and must have a thorough hands-on experience in multi-disciplined laboratory operations and expertise on diagnostic and development programs. In-depth knowledge of regulatory framework for Biosafety and Biosecurity, experience in performing BSL-2, BSL-3, and BSL-4 laboratory bench work, thorough knowledge and application of regulations such as WHO LBM 4th Edition, and BMBL 6th Edition, DOD Guidance and regulations as pertains to BS&S and Select Agent Program, occupational safety and health and lab management, experience in training and developing laboratory standard operating procedures (SOPs), safety and health regulations, and quality control/quality assurance (QC/QA) measures.

The operational duties include supporting government and stakeholders in BS&S, CBRN, laboratory assessments, development of CONOPS, BS&S Management Plans, BS&S Risk Analysis and related activities to support implementation of an international program focused on biological threat reduction. The ability to effectively communicate with and train all echelons of the DoD, interagency partners, and coalition partners on BS&S technical concepts, as necessary. This will include training on BS&S hazards and threats, Personnel Protective Equipment (PPE), and decontamination operations. Responsible for developing and executing training, joint and combined exercises to conduct and evaluate individual and collective skills and provide technical advice on all laboratory operations and management. Position requires travel to OCONUS laboratory locations to perform duties. Expected 25% TDY travel.

Required Knowledge, Skills and Experience:

Former Manager or team lead in BS&S Program/s for Defense Programs for the Department of Defense with operational experience in identifying, sampling, testing, risk analysis, and mitigating BS&S threats.

Instructional experience in training diverse groups and organizations in BS&S threats.

Ability to advise government client personnel in mission essential actions and options to consider during technical collection/exploitation operations. Capable of multi-tasking; working several complex and diverse tasks with simultaneous or near simultaneous deadlines in a dynamic fast-paced environment.

Well-organized, punctual, reliable and conscientious, and capable of managing resources and schedules to affect deadlines.

Required Education/ Certification:

BS Biology

Registered Biosafety Professional

Minimum of 10 years' management experience in BS&S for BSL-2/ BSL-3 laboratories
