Overview:
The Oak Ridge National Laboratory (ORNL) seeks to hire a Technology Control Officer (TCO) to support the laboratory's research security initiatives. This position is responsible for implementing and managing an effective risk review process for ORNL engagements with foreign entities that considers emerging and potential economic and/or intellectual competitiveness impacts. This includes the management, identification, assessment, measurement, mitigation and monitoring of sensitive technology risk, and the development of appropriate controls in consultation with other subject matter experts. The TCO will also assist with the development of a new workflow and document management system for these processes in collaboration with ORNL's Information Technology Services Division.

Major Duties/Responsibilities:
- Manage ORNL research security policies, standards, and procedures in line with Department of Energy (DOE) policies and business requirements. Oversee protecting ORNL critical and emerging research technologies as defined by relevant directives.
- Review and assess technology transfer risk for 1,000+ foreign engagement, official travel, and international visitor requests annually. Prepare risk assessment reports and help develop access management plans based on these risk assessments.
- Collaborate with senior researchers and policy developers to deliver technology protection recommendations to ORNL leadership.
- Maintain strong engagement and collaborate with stakeholders from across the DOE laboratory complex and partnering research institutions.
- Monitor sensitive technololgy and export control regulatory changes, assess impact, articulate consequences to senior leaders, and develop proactive compliance solutions.
- Serve as a relationship manager between the ORNL Partnerships Office and key research directorates, providing relevant research security training and outreach.
- Engage proactively as part of a dynamic, cross-functional team developing and overseeing a governance framework to ensure continuous improvement in research security program compliance. Maintain assurance mechanisms to effectively measure and assess overall program performance.
- Serve as a resource for ORNL research staff and research administration on technololgy transfer and commercialization partnering mechanisms. Provide technical and administrative subject matter expertise to support negotiation and management of ORNL contractual agreements, including Cooperative Research and Development Agreements (CRADAs), Strategic Partnership Projects (SPPs), Memoranda of Understanding (MOUs), Patent License Agreements, and other legal instruments.
- Establish and maintain effective working relationships with internal staff members and external contacts. Collaborate as a high-performing team member with laboratory and agency counterparts involved in managing export control, classification, and operations security.

Qualifications Required:
- MS degree or higher.
- A minimum of 4+ years of relevant experience in a Science, Technology, Engineering, and Math (STEM) related field.
- The successful candidate must possess a demonstrated ability to manage multiple tasks and must be self-motivated and self-directed.
- Excellent written and oral communication skills are essential, as is the ability to clearly and concisely convey complex ideas and issues to non-specialists.
- Must have a demonstrated ability to work with research scientists and engineers; also, a demonstrated ability to comprehend and communicate detailed technical, legal, and policy information.
- Must have proven interpersonal relations skill to create necessary bridges between perspectives of various research and administrative collaborators. Must understand and respect values and institutional prerogatives of each party, and often serve as a "translator" for the views of each.
- Must display exceptional attention to detail and an ability to assume responsibility for activities involving considerable national and public interest.
- Experience working with information of a proprietary and/or business confidential nature, with proven ability to reliably handle sensitive material in a professional and ethical manner.
Qualifications Desired:
- Have a broad knowledge of national security concerns and display an informed understanding of subjects such as international relations, government affairs, economics, trade, and industrial policy beyond mere awareness of headlines.
- Familiarity with key concepts related to technology transfer, intellectual property law and licensing, and innovation commercialization.
- Microsoft Office proficiency.
- Some knowledge of fundamental concepts in data science, modeling, and data visualization.
- Familiarity working in a federal or university research environment is desirable.
Special Requirements:
- Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
