Job Description

Responsibilities:

  • Lead the design of test strategies, plans, scenarios, scripts, and procedures to ensure software quality and reliability.
  • Coordinate test strategies and plans with project managers and stakeholders to align with business objectives and quality standards.
  • Contribute testing perspectives to development and integration activities, ensuring comprehensive coverage and seamless integration.
  • Plan tests by understanding objectives, risks, selecting approaches, estimating resources, and defining test levels, cycles, and incident management strategies.
  • Initiate, prepare, implement, and execute tests, monitor results, and ensure exit criteria are met.
  • Adapt testing plans based on results and progress, addressing issues to meet objectives.
  • Introduce metrics for measuring test progress and evaluating the quality of testing and the product.
  • Provide input to the test automation strategy, select tools, and organize training for testers as needed.
  • Coordinate the usage and assignment of test environments with stakeholders to ensure efficient resource use.
  • Write test summary reports that provide clear insights into the testing process and results.
  • Execute full lifecycle software development, including programming well-designed, testable, and efficient code.
  • Create and produce specifications to determine operational feasibility and ensure requirements are met.
  • Lead and guide team members, fostering a collaborative environment and ensuring deadlines are met.

General Skills:

  • Extensive experience in leading and managing testing efforts across projects, aligning with business objectives and quality standards.
  • Strong knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related tools, including WCAG 2.1, JAWS, NVDA, and WAVE.
  • Expertise in developing and managing automated testing strategies using tools like Selenium WebDriver.
  • Proficient in Identity & Access Management frameworks, including OAuth 2.0 and OpenID Connect.
  • Advanced skills in back-end API testing with tools such as POSTMAN and SoapUI.
  • Proven experience in database verification using SQL, specifically within Oracle 19c environments.
  • Familiarity with Agile delivery methodologies and proficiency in using Azure DevOps for test management and version control.
  • Competency in working with data formats such as JSON and XML.
  • Hands-on experience in front-end UI testing of Angular Single Page Applications (SPAs).
  • Strong ability to analyze and document complex business requirements to design and execute relevant test scenarios.
  • Proven track record in writing and executing comprehensive test strategies, plans, cases, and reports.
  • A team player with a track record for meeting deadlines.

Desirable Skills:

  • Familiarity with ONE ID for authentication and access management.
  • Experience in testing the integration of healthcare systems with OntarioMD's Health Report Manager (HRM), including report validation, and troubleshooting report submission issues.
  • Experience with HL7 FHIR standards for healthcare data interoperability.

NOTE

Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. HSC may exercise its option(s) to extend the SOW beyond April 5, 2025. VOR #Tender_12075 terminates April 5, 2025 and has an option to extend for a further one year.

The resource needed till October 31, 2025, will include an option to extend, at the same rate, till Oct 31, 2025 if Tender_12075 Managed Service Provider for Contingent IT Resources is also extended for a further one year, else an RFS under the Successor VOR will be issued for the services required April 5, 2025 to Oct 31, 2025.

Assignment Type: This position is currently listed as "Hybrid" as consultants will be required to work onsite at the work location 3 days a week and 2 days from home.

Experience and Skill Set Requirements

Public Sector Experience

Demonstrated experience working within public sector environments, particularly in compliance with government IT standards and policies.

Proven ability to navigate public sector project approval processes, including familiarity with required documentation and compliance measures.

Experience in ensuring software and systems testing aligns with public sector regulations, including data privacy and security requirements.

Knowledge of public sector enterprise architecture and the ability to produce documentation that meets industry and governmental standards.

10+ years experience in planning, organizing, and implementing testing efforts across large and complex systems, including both GUI and non-GUI environments.

Proven ability to develop and execute comprehensive test plans, test scripts, and test cases for system integration tests, specialized tests, and user acceptance testing (UAT).

Strong expertise in executing functional, non-functional, and systems-level integration tests, and in supporting and actively participating in UAT to ensure the delivery of high-quality systems.

10+ years experience in creating testing strategy documentation, including test plans, test cases, and test data, to validate both technical and business functional requirements.
