Overview

Job Description:

The Real-Time Operation Center (ROC) Crime Analyst performs fast-paced technical work by managing multiple databases and software utilized in the Real-Time Operations Center. The analyst proactively monitors calls for service and camera feeds, efficiently disseminates investigative findings via oral and written communication, rapidly recognizes and exploits relevant intelligence, locates and distributes real-time data to law enforcement personnel, conducts open-source internet investigations, and research for proactive enforcement, criminal investigative, and public safety efforts. The analyst must maintain and secure highly sensitive and classified materials/information.

Essential Functions

  • Monitors live and recorded video footage from integrated camera systems and other forms of technology used by and facilitated through the ROC.
  • Provides continuous monitoring and coverage within all areas and patrol boundaries; provide accurate information to law enforcement personnel.
  • Collects, analyzes, and reports data to provide operational support to first responders.
  • Operates ROC software and other available law enforcement technologies utilized by Sarasota Police Department.
  • Provides real-time situational awareness by actively monitoring law enforcement calls for service.
  • Makes use of technology and software to coordinate crime solving efforts in relation to ongoing investigations and police agency requests.
  • Communicates effectively with law enforcement officers via police radio, email, messaging, and other mediums to convey information related to active incidents or post-incident investigations.
  • Conducts regular system performance analysis on all ROC technology-based systems and help troubleshoot technical issues.
  • Participates, as needed, in judicial proceedings such as courtroom testimony, depositions, etc.
  • Supports the Red Light Cameras and School Zone Speed Detection Cameras programs after receiving a Traffic Infraction Enforcement Officer (TIEO) certification to include reviewing/processing violations and participating in judicial processes such as depositions and courtroom testimony.
  • Facilitates communication with other law enforcement and public safety agencies, fusion centers, and organizations wishing to share real-time information.
  • Performs other crime analyst functions such as collating data, conducting statistical analysis, creating law enforcement bulletins, preparing crime charts/graphs/maps/reports, and any other crime analysis support duties.
  • Must be available for shift work and call-back for critical incidents and pre-planned special events as needed.
  • Accesses law enforcement information systems/data and maintains the security of any sensitive and confidential materials.

Minimum Qualifications

  • Associate’s degree from an accredited college or university in Criminology, Sociology, Business Administration, Public Administration, or a related field,
  • Three (3) years of experience in research, statistics, crime analysis, or sworn law enforcement,
  • Or the equivalent in education, training, and experience which would provide the necessary knowledge, skills and abilities in lieu of educational requirements.
  • Must hold a Traffic Infraction Enforcement Officer (TIEO) certification within 6 months of employment.
  • Must Pass the Florida Law Enforcement Analyst Training Course while employed.

  • Knowledge and understanding of the use of national, regional, and local networks and databases in the analysis and evaluation of criminal activity.
  • Ability to communicate clearly, orally and in writing, and to make accurate, factual, concise, well-organized and effective statistical and analytical reports and presentations.

Responsibility

Under the direction of and responsible to the Police Chief or designated representative. Assigns and reviews the work of such full-time or part-time employees as may be assigned.

Physical Requirements

This light work requires the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The job requires visual acuity to operate computer equipment and to review, check, prepare, and maintain written and computer files. Manual dexterity is required to operate a standard office, data entry, word processing, and other computer equipment. The incumbent must have sufficient hearing ability to perceive information at normal spoken word levels.

Public Contact

Contacts are established and maintained with other department officers and employees to obtain/provide information and with the Information Technology Department and other City departments to obtain or provide assistance relating to the crime analysis activity. Contacts are also established and maintained with other law enforcement agencies and jurisdictions personnel to share information and data on crime analysis activities and developments. There is telephone contact with traffic violators on the phone and in courtroom settings.
