Description:
Seeking a Lead Computer Programmer to play a key role in designing, developing, and implementing complex applications and systems. This position requires expertise in full life cycle application and systems development, covering all phases from design to development. The ideal candidate will possess advanced knowledge of software development principles, tools, and best practices used by the Agency for Healthcare Research and Quality (AHRQ).
This position is contingent upon contract award.
Job Responsibilities:
Lead the design, development, and testing of applications and databases, ensuring adherence to project requirements
and standards.
Develop software systems architecture to meet project goals, managing all aspects of the system's functionality,
scalability, and performance.
Collaborate with cross-functional teams to ensure successful software integration, usability, and system performance.
Document development processes, code changes, and testing results to support efficient team operations and future
development.
Monitor and assess software performance, identifying areas for improvement, and implementing optimization strategies.
Mentor and support junior programmers and team members, fostering skill development and best practices in software
development.
Required Skills and Experience:
Advanced technical knowledge in all phases of full life cycle application and system development.
Extensive experience with software development tools and practices used at AHRQ (Oracle JDeveloper, IBM Eclipse,
Microsoft Visual Studio, Visual Studio Code, Xcode 15.4, Android Studio Iguana 2023.2.1,TortoiseSVN, Subversion 1.14,
Atlassian Jira, MS Project, UiPath, PL/SQL developer, DbVisualizer 24.2, DBSchema, Toad).
Knowledge and ability to write code in the following development languages (Java, JSTL, J2EE, Swift, .NET, HTML, CSS,
JavaScript, PHP, Perl, Rust, Kotlin, Swift, PL/SQL, Transact-SQL.)
Strong expertise in software systems architecture, with a proven track record of designing scalable, reliable systems.
Proficiency in programming languages and database management relevant to the role.
Excellent problem-solving abilities, with a detail-oriented approach to debugging and code optimization.
Proven ability to work independently on complex projects and to mentor junior team members
Experience in preparing and delivering detailed reports and presentations.
Must be able to obtain and maintain a Public Trust Clearance
Education:
Bachelor's degree in Computer Science, Computer Information Systems, or a related field from an accredited university.
Ten (10) years of experience in designing, writing, and testing of computer programs or database development.
Five (5) years of experience in software systems architecture.
