Provide a short description of the Position:Expert Business Analyst working for NYS Information Technology Services on behalf of the NYS Department of Transportation to fulfill the duties as described below.Provide a list of the day-to-day tasks to be performed by the Selected Candidate: Work with Agency/Business Users to develop/document new business strategies and models.
Support and align efforts to meet customer and business needs
Manage customer relationships and expectations by developing a communication process to keep others up-to-date on project results
Utilize formal and informal written communication methods (eg: emails, newsletters, PowerPoint presentations, etc.) to communicate updates and findings.
Facilitate project meetings and presentations to diverse audiences.
Collaborate with team members and peers by articulating ideas and viewpoints driving the resolution of issues.
Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level. Provide and support the implementation of business solutions by building relationships and partnerships with key stakeholders; identifying business needs; determining and carrying out necessary processes and practices; monitoring progress and results; recognizing and capitalizing on improvement opportunities; and adapting to competing demands, organizational changes and new responsibilities
Provide project level analysis producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan)
Collaborate closely with developers to implement the requirements, provide necessary guidance to testers during QA/QC process
Identify improvement opportunities (proactive and reactive)
Elicit and clearly document business and systems requirements
Assess business process and system inefficiencies
Identify ways to increase adoption and customer satisfaction
Analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes Understand and negotiate needs and expectations of multiple stakeholders
Serve as a liaison between Business, Vendors and ITS to assist or gather business requirements needed for system modifications, enhancement and implementations
Assist with development and execution of test plans
Support system conversions, upgrades, enhancements
Develop Business Cases: gather, document and obtain sign-off on business requirements; work with ITS technical team resources to identify proposed technical solutions to meet the business requirements while aligning with ITS Technical and Security Policies; and, organize the analysis of information about costs/benefits, advantages/ disadvantages, and technical feasibility of designing and implementing proposed solutions.

Translate customer input into information that can be used to make decisions and support the technical solution.372 months experience working as a Business Analyst on complex projects in a fast-paced environment wherein the team comprises a variety of Stakeholders including Senior Business and IT Management, Business Subject Matter Experts, Vendors and IT resources to understand and negotiate needs and expectations across all.472 months experience in business process modeling for improving business and systems operations in turn identifying innovative ways to increase customer satisfaction.
