Rate: $80/hour on C2C or $70/hour on W2

DOC is not looking for a developer. They are looking for more PM, BA and QA experience. Candidate will be gathering documenting requirements, testing, user guides, assisting PM with planning and monitoring tasks.

Start date can be ID'd upon after compliant PATCH and DOC-related clearance has been processed and approved.

***This requisition's PO is funded through 6/30/25, so use that date in the RTR. Contract end date is dependent on the final schedule and projected needs. Historically additional funding should then last a year and occur from 7/1/25-6/30/26.***
***This position is remote for now, but could eventually be hybrid (1920 Technology Parkway, Mechanicsburg, PA 17050).***
***The resource may need to go onsite to get commonwealth-issued equipment and possibly do badging.***

Job Description

The Functional Architect will be the functional expert for OnBase, a defined set of applications or a portfolio of related applications as needed.

Responsibilities include providing expertise in the business process supported by the application to prepare and review designs, recommend improvements, and provide guidance during the testing process. The Functional Architect helps the Programmers establish a clear understanding of the business functional requirements and either creates the functional design to meet the requirements or reviews and approves the designs written by the Programmers. The Functional Architect must understand all aspects of their specific application(s), and the underlying business process. The Functional Architect will plan, analyze, and define high- level software strategies and solutions, manage efforts for enhancements, regular maintenance and outages to define technical requirements and long-range plans for meeting customer requirements.

The Functional Architect will work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend and deliver solutions that enable the organization to achieve its goals.

Role Description-

Analyzes, determines, and documents functional requirements.

Provides definition on how the applications will support business requirements.

Conducts impact analyses of business requirements on the system.

Works with Technical Support in defining software/hardware requirements.

Gathers and interprets user requirements into design specifications.

Participates in design of application.

Participates in test reviews.

Leads and facilitates test planning.

Communicates accurate and useful status updates.

Strong communication skills; both written and spoken

Acts as the application(s) functional expert; providing expertise in the business process supported

by the application.

Provides detailed definition on how the applications will support business requirements.

Plans and develops user interface strategy.

Directs and participates in design of application.

Interprets and understands user requirements/design specifications.

Reviews and understands team work plan

Identifies and tracks issues, risks and action items affecting own work and work of team.

Experience in Project Management Methodologies and project lifecycle

Experience creating user stories, tasks, and tracking defects.

Experience with Manual Testing practices and software, such as Microsoft Test Manager

Experience with System, Integration and User Acceptance testing.

Experience participating in Facilitated Workshops for requirements analysis.

Experience creating workflows

Knowledge of formal requirements gathering methodologies.

Experience developing Business Requirements to include project initiation documents, what the

needed achievements will be, and the quality measures.

Experience developing Functional requirements - describe what the system, process, or

product/service must do in order to fulfill the business requirements.

Experience developing User (stakeholder) requirements possess the ability to document and interpret the important part of the deliverables, and the needs of the stakeholders. This deliverable can also reflect how the product will be designed and developed, and will define how test cases must be formulated.

Experience developing Quality-of-service (non-functional) requirements - requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.

Experience developing Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.

Experience developing Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process.
