This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. Basic Requirement for a Human Resources Coordinator GG-0301-11: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing civilian liaison services on recruitment and placement actions in coordination with the Civilian Personnel Advisory Center (CPAC), providing assistance regarding organization specific position management and classification responsibilities to commanders, managers and employees of assigned organizations, Managing Awards Program and providing human resource development support. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as; any major field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Examples of HR-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
- Provides civilian liaison services on recruitment and placement actions in coordination with the Civilian Personnel Advisory Center (CPAC).
- Oversees the timely return of referral lists issued to management and works with the CPAC to determine delays.
- Coordinates actions with the CPAC and other outside activities on a wide variety of issues such as qualification requirements, security clearances, employee benefits and entitlements, release dates, Entrance on Duty (EOD) date, PCS orders.
- Initiates all Request for Personnel Actions (RPAs) upon request for a variety of civilian personnel actions for the Battalion.
- Provides assistance in developing organizational transition plans for organizations affected by DA studies, PPP, and coordinates with support agencies such as, higher headquarters and CPAC.
- Assists with the Automated Time Attendance and Production System (ATAAPS) during the in-processing of personnel as needed to add new employees.
- Completes performance evaluations and approves employees leave requests. Provides advice and guidance on technical and administrative matters and resolves technical and controversial problems.
