Job Title: AI Compliance Specialist

Client: Central Ohio Transit Authority (COTA)

Position Overview
The Central Ohio Transit Authority (COTA) is seeking an experienced AI Compliance Specialist to lead our GenAI governance and compliance initiatives. This role will be instrumental in developing and implementing AI policies, conducting risk assessments, and ensuring regulatory compliance as we integrate AI technologies across our operations.

Contract Duration: One-year term starting January 1, 2025

Key Responsibilities

  • Assessment & Analysis
    - Lead anonymous staff surveys and conduct qualitative interviews to assess AI awareness and usage within departments
    - Perform comprehensive risk assessments related to AI integration, focusing on privacy, data bias, security vulnerabilities, and ethical implications
    - Conduct regulatory compliance analysis against U.S. federal regulations, state-specific AI policies, and city-level guidelines
    - Benchmark against the U.S. Algorithmic Accountability Act, NIST standards, and other relevant frameworks
  • Strategy & Implementation
    - Develop AI transformation roadmaps and change management frameworks
    - Create standard procurement language and criteria for AI-related technology acquisitions
    - Identify and support data-savvy departments/individuals for AI initiatives
    - Guide controlled AI tool experimentation and adoption processes
    - Design stakeholder engagement and training programs focusing on ethical AI usage
  • Documentation & Reporting
    - Produce detailed reports on survey findings, risk assessments, and compliance analyses
    - Create comprehensive AI landscape mapping and inventory documentation
    - Develop strategic frameworks for change management and AI integration
    - Draft AI procurement guidelines and transformation roadmaps

Required Qualifications
- Bachelor's degree in Computer Science, Information Technology or related field
- 3+ years of experience in AI governance, compliance, or related field
- Deep understanding of AI/ML technologies and their implications in public sector applications
- Extensive knowledge of U.S. federal and state-level AI regulations and compliance frameworks
- Experience with NIST AI standards and the U.S. Algorithmic Accountability Act
- Proven track record in developing AI governance policies and risk management strategies

Technical Requirements

  • AI/ML Expertise
    - Demonstrated understanding of Large Language Models (LLMs) and their applications
    - Experience evaluating AI model performance, bias, and fairness metrics
    - Knowledge of AI model documentation standards (e.g., Model Cards, Datasheets for Datasets)
    - Familiarity with interpretable AI techniques and tools (e.g., LIME, SHAP)
  • Compliance & Security
    - Experience with AI risk assessment frameworks (e.g., NIST AI Risk Management Framework)
    - Knowledge of privacy-preserving ML techniques and differential privacy
    - Understanding of AI security vulnerabilities and mitigation strategies
    - Experience with AI audit trails and logging requirements
  • Technical Tools & Platforms
    - Proficiency in analyzing AI vendor solutions and their compliance standards
    - Experience with AI governance platforms and monitoring tools
    - Working knowledge of popular AI/ML platforms (e.g., Azure AI, AWS AI Services, Google Cloud AI)
    - Familiarity with data governance tools and frameworks
  • Development & Integration
    - Basic understanding of programming languages (Python, R) for AI assessment
    - Experience with API security and governance
    - Knowledge of CI/CD pipelines and their implications for AI deployment
    - Understanding of containerization and microservices architecture
  • Data Management
    - Experience with data privacy impact assessments
    - Knowledge of data lineage and provenance tracking
    - Understanding of data quality metrics and monitoring
    - Familiarity with data anonymization techniques

Preferred Qualifications
- Experience working with public transit authorities or government agencies
- Certification in AI ethics, governance, or compliance
- Background in change management and stakeholder engagement
- Experience conducting technology assessments and developing implementation roadmaps
- Strong presentation and communication skills for engaging with diverse stakeholders
