Job Title: Communications Manager
Reports to: Deputy Chief Engineer
Position Summary:
The Communications Manager is responsible for providing and supporting the communications hardware and software used throughout the Commuter Rail Network for both operational and administrative purposes. The Communications Manager is also responsible for the inspection, testing, and maintenance of systemwide communications equipment and infrastructure, including radios, the WiMAX network, Closed-Circuit Television (CCTV), Emergency Telephones (VoIP), and Public Address Variable Messaging System (PAVMS).
Description of Duties:
Oversees and administers all aspects of the PTC Safety Plan pertaining to the Communications Segment
Oversees and administers Configuration Management and Software Management Control Plans as the Product Line Guardian for the Communications System.
Implement and lead all safety activities required of the Communications Department by the DTO System Safety Program Plan (SSPP). Ensure the diligent application of all safety rules, policies and procedures designed to protect employees, customers, and the environment. Monitor and/or anticipate hazardous and unsafe situations and implement suitable countermeasures.
Develop, implement, and sustain plans for the inspection, testing, maintenance, and lifecycle renewals of commuter rail communications equipment, schedule required tasks, and ensure proper documentation and record keeping.
Oversees testing and repair of faulty equipment and applies knowledge of functional operation of electronic units and systems to diagnose cause of malfunction.
Maintain appropriate staffing levels.
Train technicians and, when appropriate, collaborate with external training vendors.
Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans.
Directs technological research by studying organization goals, strategies, practices, and user projects.
Verifies application results by conducting system audits.
Accomplishes financial objectives by forecasting requirements, preparing an annual business plan, scheduling expenditures, analyzing variances, and initiating corrective actions to maintain adherence to the plan.
Maintains quality service by establishing and enforcing organization standards.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
Develop and produce reports as required.
All other duties assigned.
Qualifications:
Bachelor s Degree from an accredited university or college in telecommunications or a combination of work experience and/or education providing equivalent knowledge and skills.
5 years of experience and advancing levels of responsibility with operating systems and application software, personal computers/laptops, local area networks, wide area networks, WiMAX communications, back-office servers, Home Agents, routers, switches, hubs, base stations, networking cable, small tools, and standard office equipment required.
Four or more years of supervisory experience.
Experience with PTC systems architecture.
Experience with inspection, testing, and maintenance of a telecommunications network.
Experience with installation, configuration, monitoring, and responding to SCADA system alarms.
Strong written and verbal communication skills
Proven analytical and problem-solving ability.
Enterprise Asset Management administration experience.
Knowledge of railroad operating practices, rules and procedures and their relationship to train control design, operation, and maintenance
Must be available 24 hours/7 days a week to respond to emergencies with the ability to work alternate shifts and days as required. This role is an on-call position.
Must be eligible to work in the U.S. and successfully pass a pre-employment background check.
