Summary

This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.

This position functions as Administrative Support Specialist, responsible for the full range administrative activities of the Program Services Division of the HBX. Incumbent ensures that the administrative functions are accomplished effectively allowing the Program Services Manager to concentrate on more complex, oversight and management duties.

Duties And Responsibilities

Develops and implements administrative practices and procedures with the supervisor to prevent possible problems in the daily administration of the Program Services Division. Reviews existing methods or practices and makes recommendations for improving workflow processes and administrative operations, and revise current methods, techniques and procedures as deemed appropriate to improve office productivity.

Acts as a point of contact for individuals seeking services, assistance, or guidance from the division and its component program offices. (e.g. plan management; eligibility and enrollment; and the small business health options program.) Initiates tactful inquiries on behalf of the supervisor regarding the disposition, conduct or resolution of consumer or small business complaints regarding their attempts to obtain insurance coverage or denial of coverage.

Monitors correspondence to ensure that the Program Services Manager has reviewed urgent and top priority documents and follows up to ensure that appropriate actions are taken. Reviews documentation for adequacy and adherence to program requirements before forwarding for appropriate action.

Prepares and manages confidential and non-confidential correspondence and other files for the division. Prepares order requests for expenditure activities such as official travel, equipment, supplies and furniture.

Coordinates with the division’s commitment schedules training, meetings, conferences and seminars. Reviews training requests, course contents, and training achievements.

Collaborates with the Agency Financial Officer to facilitate timely payments for all HBX contracts and P-Card/Travel Card procurements identifies spending trends, delinquencies and mitigate payment issues and/or card cancellations; designing, implementing a monitoring program to avoid and or quickly identify and address incidents of waste, fraud, abuse and mismanagement by program staff.

Prepares tables, charts, databases, spreadsheets, and presentations.

Qualifications And Education

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit: This position is not a part of a collective bargaining unit.

Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
