HealthPartners is hiring a Vice President of Underwriting. This position is accountable for leading the underwriting and rating process for commercial group business and the medical underwriting process for commercial individual business for all funding types (fully insured and alternative funding options including self-insured). This includes accountability for the insurance risk exposure of the health plan and balancing overall business results relative to financial and membership targets. This position has complete managerial responsibility for the Underwriting team, leading, coaching, and developing them to achieve organizational goals. Serves as a key member of the Actuarial and Underwriting leadership team, providing strategic direction and fostering an environment of cooperation and coordination across the organization.
MINIMUM QUALIFICATIONS:
- Education, Experience or Equivalent Combination:- Bachelor’s degree in business, mathematics, or accounting or related field
- 15 years of managed care experience with direct experience in underwriting or related field
- 7 years previous management experience
- Knowledge, Skills, and Abilities:- Advanced and detailed knowledge of health insurance financing including fully insured and alternative funding options.
- Proven ability to influence business partners, lead change and work collaboratively with all levels in the organization to accomplish goals
- Proven experience in directing and motivating a staff of professionals by setting challenging objectives with clear performance expectations to hold them accountable
- Ability to analyze and think strategically to react to changing business conditions in the face of conflicting priorities or limited resources
- Excellent written, verbal presentation and public speaking skills
- Ability to identify and organize key information for effective presentation of complex issues to a non-technical audience
- Ability to exercise a high degree of initiative, judgment and discretion
- Excellent analytical and problem-solving skills
- Proficiency in Microsoft Office suite (Excel, PowerPoint) and familiarity with PowerBI
- Ability to drive strategic projects for the organization, with proven success navigating through complex matrix-based organizations
ESSENTIAL DUTIES:
1. (10%) - Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees. Ensures compliance to organizational and departmental policies and procedures.
2. (20 %) – Establish rating strategies and develop rates for all commercial product lines that will result in meeting the corporate financial goals. This includes managing a staff and the production of renewal ratings and new business rates for all accounts and product lines.
3. (10%) – Defines approach to monitoring financial results of all commercial product lines and determines when and how to adjust formula factors and final rates to achieve the desired results.
4. (10%) – Work with actuarial staff in developing rating factors for new products, new benefits, and formula factors.
5. (5%) – Represent the health plan in sales activities regarding underwriting and financial issues with consultants, agents and accounts.
6. (5%) – Provides strategic underwriting support to the sales department to develop proposals and renewals that meet the customer’s needs and HealthPartners’ needs.
7. (10%) – Manage the medical underwriting functions to assure appropriate risk evaluation. This function includes monitoring the underwriting manual to adjust for new treatment practices, evaluation of the acceptability of applications for individual plans, and development of eligibility guidelines that recognize changes in state laws and risk factors.
8. (15%) – Develop proposals and renewals for self-insured accounts and stop loss for the accounts.
9. (5%) – Represent underwriting department in corporate committees and external meetings.
10. (5%) – Actively participates in the creation, update and ongoing testing of business continuity and disaster recovery planning and preparation.
11. (5%) – Performs other duties as assigned to accomplish departmental goals and objectives.

Direct leadership accountability for all of HealthPartners Underwriting function and colleagues. Titles range from director, manager, supervisor, and high, mid and early professional levels of roles.
