The Health Information Interoperability Program Manager is responsible for leading the development, implementation, and oversight of health information management and interoperability initiatives to ensure compliance with federal and state regulations. This role requires a deep understanding of interoperability standards, such as Fast Healthcare Interoperability Resources (FHIR), and mandates active application of federal health information policies to IT systems. The Program Manager will collaborate with cross-functional teams to implement, monitor, and manage health data exchange systems, ensuring these align with regulatory requirements and project milestones.
Key responsibilities include guiding project teams through the Federal Advance Planning Document (APD) process and the California Project Approval Lifecycle (PAL), ensuring that all activities meet compliance and interoperability standards. Additionally, the Program Manager will oversee workload tracking, using tools like Jira and ServiceNow, and maintain documentation through platforms such as Confluence.
This role requires strong project management skills, with experience working in regulatory environments and proficiency in driving health data integration efforts across complex, multi-stakeholder environments.
Mandatory Qualifications:
Leadership in Health Information and Interoperability Programs: 3 years of experience in a lead role involving planning, development, implementation, and management of health information and interoperability programs, policies, and procedures, especially for federally regulated health payers.
Federal Health Information Compliance: 3 years of experience applying federal health information management or interoperability regulations to IT systems, or equivalent experience ensuring IT system compliance through testing and analysis.
Federal and California Project Processes: 2 years of experience with the Federal Advance Planning Document (APD) process and California Project Approval Lifecycle (PAL).
FHIR Specifications and Interoperability Processes: 1 year of experience with Fast Healthcare Interoperability Resources (FHIR) specifications and familiarity with interoperability and prior authorization processes.
Desirable Qualifications:
Participation in Health Information Standards Workgroups: Involvement in national workgroups focused on advancing health information and interoperability standards.
Experience with California State Departments: Relevant experience working with California state departments.
Knowledge of California Health Information Policies: Familiarity with state guidelines like the Statewide Health Information Policy Manual (SHIPM) and State Health Information Guidance (SHIG) for handling health information.
Experience in APD Documentation: Served as a principal author for Planning or Implementation of Advanced Planning Documents.
Understanding of California Project Management Frameworks: Experience with project controls such as the California Project Management Framework (CA-PMF) or PAL.
Platform Proficiency: Experience with platforms like Jira, ServiceNow for workload management, and Confluence for content management.
