Role Overview:
The Lead Consultant, acting as the Team Leader, is responsible for the overall execution, planning, and management of the assignment. This includes leading a multi-disciplinary team of professionals, ensuring the project adheres to the established timeline, budget, and technical standards, and liaising with stakeholders to meet the Tanzania Airports Authority (TAA) and International Civil Aviation Organization (ICAO) guidelines.
Responsibilities:
Project Oversight and Coordination:
Manage all phases of the feasibility study, detailed engineering design, and final reporting, including quality control of deliverables.
Coordinate with the Tanzania Airports Authority (TAA), project stakeholders, and regulatory agencies to ensure the project complies with ICAO standards, British Standards, and local regulations.
Oversee the preparation of airport master plans, infrastructure layout, and specifications.
Serve as the primary point of contact for all technical, financial, and environmental concerns.
Team Leadership:
Lead a team of 8-10 professionals, ensuring efficient task delegation, technical guidance, and supervision of all project activities.
Foster a collaborative environment for cross-functional coordination, project integration, and team problem-solving.
Mentor and support team members, promoting best practices and technical excellence.
Technical Expertise and Standards Compliance:
Ensure designs and plans comply with ICAO standards, focusing on airport safety, layout, and infrastructure specifications.
Be well-versed in British Standards for engineering, ensuring that all engineering deliverables align with international best practices.
Stay informed of updates in aviation standards and incorporate relevant requirements into project planning and execution.
Required Technical Knowledge and Skills:
Infrastructure Planning and Airport Design: In-depth understanding of planning and designing airport terminal infrastructure, runways, taxiways, aprons, parking, and auxiliary facilities.
ICAO Compliance: Extensive knowledge of ICAO Annexes, particularly Annex 14 (Aerodromes), which governs airport layout, construction, and safety standards.
Environmental and Social Impact Assessment (ESIA): Familiarity with environmental protocols and ability to guide ESIA, focusing on sustainable design practices that mitigate ecological impacts.
Risk Assessment and Mitigation: Ability to foresee potential project risks and develop proactive strategies to minimize their impact on project scope, schedule, and cost.
Team Composition:
The Lead Consultant will oversee and work closely with the following key team members:
Civil and Structural Engineer: Responsible for site assessment, soil analysis, and foundation design. Supports terminal layout, runway extensions, and taxiway development. Manages load-bearing calculations and structural safety of the terminal building, ensuring compliance with engineering standards.
Environmental Specialist: Leads the Environmental and Social Impact Assessment (ESIA) to ensure the project meets local and international environmental standards.
Financial Analyst: Conducts economic and financial feasibility studies, including Cost-Benefit Analysis, IRR, and ERR calculations, to support the projects financial justification.
Architect: Designs terminal layout, public spaces, and ancillary facilities, ensuring user-centered, aesthetically functional designs aligned with the projects goals. Manages timelines, milestones, and deliverables, ensuring efficient resource allocation and time management across project phases.
Quality Control Specialist: Monitors deliverable quality, conducts internal reviews, and ensures alignment with ICAO and British standards.

Qualifications:
Education: Bachelors degree in Civil Engineering from a recognized institution.
Professional Certification: Registered with the Engineers Registration Board (ERB) as a Professional Engineer or equivalent certification from an internationally recognized engineering body.
Experience:
Minimum of 15 years in the airport sector with expertise in airport planning and design.
At least 10 years of experience in airport infrastructure planning and preparing master plans.
A minimum of 5 years in a leadership role managing multi-disciplinary design consultancy teams on projects of similar scope and complexity.
Languages: Fluency in both written and spoken English.
