About the Opportunity
Inalab has an immediate opening for a Lifecycle Acquisition Governance Manager (Senior) to support the National Geospatial-Intelligence Agency (NGA). Enterprise Contract Support Services (ECSS). The ECSS
The ideal candidate will have an active TS/SCI and the necessary, proven analytical skills and acquisitions subject matter expertise, along with a history of strong collaborative relationship building with key technical members and cross functional project team members to assure creation and delivery of clear, concise, and actionable tasks that would be related to the operational efforts of the agency.
Responsibilities:
- Document, monitor, manage and maintain all assigned acquisition documentation, Acquisition Documentation list, acquisition policies and instructions, SOPs, process flow, training materials and all required historical documentation.
- Manage and plan assigned program and/or contract procurement efforts that include assisting PMO s in preparing for acquisition and/or procurement activities, defining and developing necessary acquisition documentation, identifying and managing a program and contract schedule, identifying program and/or procurement issues and reporting readiness status.
- Develop business process documentation review tools, templates, monitoring processes and on-demand online status.
- Develop new tools for reporting on acquisition activities on-demand, 3 months, 36 to 24 months out to track and forecast data, identify acquisition gaps, and contract ends dates.
- Maintain currency of database or workbook forecasting data repository to plan schedules, identify acquisition gaps, and track contract ends dates 36 to 24 months out from end of contract and/or new contract starts.
- Train and assist NGA acquisition teams through the acquisition governance process to include documenting meeting minutes, tracking action items and serving as a technical expert to ensure NGA Acquisitions align with NGA mission objectives.
- Collect, document and provide feedback on lessons learned throughout the acquisition process, recommend innovation and efficiency methods, and implement an effective process to report on metrics.
- Maintain Acquisition Governance schedules and calendars.
- Coordinate with PM, OCS and DCQ and publishes 3-month calendar and updated 24-month ACB and CRB look ahead(s) weekly.
- Coordinate board meeting schedules with board chairs, executives, attendees.
- Perform logistics for working group and board meetings to include scheduling and preparing conference rooms for ACQWG, ACB, CRB meetings (nameplates, audio visual, and VTC connections) and operating audio-visual equipment for meetings.
- Prepares and delivers read ahead books for ACQWG, ACB, and CRB executives.
- Records all working group and board events to include meeting minutes, tracking action items to completion, adding final documents NGA records files (ADM, CDM, etc.).
- Assign and manage acquisition folder accesses.
- Creates and maintains Acquisition Governance new employee orientation books and reference books.
- Research and analyze a breadth of technical and acquisition related topics and provide professional quality briefings, reports, and white papers as required to Acquisition Leadership.
- Support Program office or IPT meetings for assigned acquisition programs to support pre-acquisition planning and status activities.
- Lead data and information gathering to capture and document acquisition processes.
- Gather research and provide recommendations, process improvement opportunities, and planning to support the Component Acquisition Executive s (CAE) Acquisition Workforce (AWF) Team.
- Lead project activities as required.
- Utilize existing acquisition expertise, and coordinate with subject matter experts to capture and develop organizational process assets in a variety of content formats (MS Word documents, Power Point presentations, etc.), as directed by the government.
- Integrate materials into the NGA Learning Management System, following workflows defined by the government.
- Document, monitor, manage and maintain all assigned acquisition documentation, workflows, acquisition policies and instructions, SOPs, training materials and all required historical documentation and official record keeping.
- Other AWF-related duties, as directed.
Required Education, Skills and Experience:
- Bachelor s degree or higher in Business Management or equivalent work experience.
- 8+ years of experience of specialized experience with DoD or IC program management and acquisition processes.
- 3 years of experience developing acquisition and procurement documentation such as Acquisition Strategy, Acquisition Plan, RFPs, Source Selection Plans or other necessary acquisition documentation.
- 1 year of experience identifying agency level acquisition issues or capability gaps and proposing alternative solutions.
- 3 years of experience executing government acquisitions and/or acquisition-specific support involving the preparation of, or responding to acquisition and procurement elements, such as acquisition strategies, acquisition plans, Requests for Information / Proposals (RFI/RFP), source selection plans, and other elements of documentation used throughout the acquisition life cycle.
- 2 years of demonstrated experience assisting program offices or other acquisition professionals in achieving acquisition program requirements and milestones.
- Strong communication and interpersonal skills and works well with others.
- Extremely organized and efficient with time, and capable of transforming complex information into easily understood content.
- Demonstrated experience with being a fast learner.
Desired Education, Skills and Experience:
- 3 years of experience creating acquisition related documentation such as briefings, policies and guidance documents.
- Certification in program management and//or contracting or equivalent. (i.e., DAWIA certifications Program Management (level II or III).
- 3 years of demonstrated experience developing, implementing, and tracking performance metrics.
- 3 years of demonstrated experience with SharePoint, Excel, Word, and MS access software applications.
- 2 years of experience as an instructor, instructing people of all levels on complex ideas in a logical manner.
- 2 years of experience with metrics tools utilization, developing metrics, data analysis and metrics analysis. Experience developing database, pivot tables, workbooks, and automated tools for management workflows.
- 1-year experience in acquisition planning and execution.
- 1 year of experience in identifying and implementing acquisition strategies.
- 1 year of experience with Prism, GEO-F, ORBIT.
