    Duties
    Typical work assignments include, but are not limited to:
  • Provide recommendations and guidance to management on areas such as risk management and internal control.
  • Develop and implement of accounting and standard operating procedures and business processes.
  • Recommend changes to systems requirements resulting from findings of internal and financial audits of programs and operations.
  • Direct, implement, and coordinate a variety of fiscal policy and audit related activities impacting activities and operations.
  • Provides analytical support for problem definitions, troubleshooting and/or resolution, planning methodologies, policies, and procedures.
  • Plans and conducts special studies, either as a member of a task force or with team members.
  • Recommend actions to achieve organizational financial objectives, and recommends future program objectives and improvements.
  • Review fiscal operating policies and procedures, and applicable laws, regulations, and program guidelines.
  • Monitor and assess training activities and programs within OCFO.
  • Assists in developing and evaluating functional systems specifications for financial control.
  • Provide analysis of workload transactions, work processes, financial management, and on the interpretation of audit and accounting standards and regulations.
  • Responsible for evaluating the content of new or modified regulations, policies, or laws.

  • Qualifications

    You qualify for the GS-12 grade level, if you have:
    EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing all of the following duties:
  • Assist Leadership in developing guidelines or interpreting the intent of guides that do exist. AND
  • Perform policy reviews of new and recurring directives, standards, policies, and Standard Operating Procedures to ensure they are compliant with cost accounting and financial principles, standards, practices and techniques. AND
  • Evaluate and analyze policy activity- based cost management systems and information produced from these systems for major programs or processes of an agency or organization.

  • You qualify for the GS- 13 grade level, if you have:
    EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing all of the following duties:
  • Perform policy reviews and provides Senior Leadership guidance on the effects concerning financial management concepts, principles, practices, laws, regulations and accounting policies, and systems. AND
  • Assist Leadership with providing direction and guidance in the design, implementation, and enhancement of an automated financial management system. AND
  • Provides audit compliance solutions of financial problems, issues and in administration of the Agency objective to obtain an unqualified opinion. AND
  • Provides broad administrative and policy direction regarding agency financial goals and broad Federal financial management standards.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
