Must Haves:
- Expert-level skills in developing full-stack web solutions, focusing on Angular, TypeScript, and Bootstrap for the frontend, and Java Spring Boot for backend code and business logic.
- 6+ years of relevant technical experience designing and developing web-based applications using the technologies listed below:
- C#, TypeScript, JavaScript, jQuery
- ASP.NET
- Restful WebAPI
- HTML5, CSS, Bootstrap
- SQL Server and database development experience (e.g. SSIS, Stored Procedures, etc.)
- IIS Server
- Azure Dev Ops/GitHub
- Strong expertise in Microsoft Azure services, including Azure Kubernetes Service, Azure Service Bus, and Functions, coupled with proficiency in AWS.
- Solid knowledge of modern authorization standards, such as OAuth 2.0 and JSON Web Token.
- Extensive development experience within an Agile team using Azure DevOps, including Azure Repos, pull requests, and CI/CD pipelines.
- Effective team player with strong interpersonal skills, capable of communicating complex technical information clearly.

Description
Background Information:
- Ontario Health requires an upgrade to its bilingual Quality Improvement Plan (QIP) system the QIP Navigator - in order to meet the business needs of Ontario Health and the needs of over 1000+ health care organizations (currently hospital, interprofessional primary care, and long-term care organizations). These organizations currently use the system to develop and submit their annual QIPs, as part of legislation and Service Accountability requirements. The current Navigator platform was built in 2013 (by legacy Health Quality Ontario) and is built on aging technology. The business and digital teams completed an RFI in June 2024, which determined that there was no existing system/platform on the market that met the needs of the end users. As we continue to enhance the system on dated technology, it was determined the best route forward was to complete a prototype to see if this product could be re-built or enhanced with our current development team that supports the QIP platform. A developer is required to build a prototype that will help determine the future of the QIP platform (re-build or leverage enterprise CRM).
Responsibilities:
- Collaborate with team members to determine the technical requirements required to develop/enhance prototype according to business needs.
- Evaluate and determine appropriate architecture, technical specifications, and solution design, making recommendations to product management.
- Maintain comprehensive code documentation as required.
- Create and maintain code documentation as required in Azure DevOps/GitHub
- Adhere to development processes established by the team, including test-driven development, peer code review, change management, and all DevOps practices such as unit testing and continuous delivery.
- Resolve and troubleshoot technical issues that arise during the use and operation of the developed application/prototype, including providing technical assistance in resolution, data conversion, and migrations.
- Track development tasks with our project manager and attend team meetings to provide updates.
- Responsibilities may also include supporting existing Quality Improvement and/or Public Reporting products (support, new development, enhancement)
- Develop/enhance existing web application according to the documented business requirements.
- Collaborate with team members for the successful deployment of all developed/enhanced web product to production environments.
Desired Skills:
- Bachelor's degree in computer science, engineering, or equivalent technical discipline.
- Experience working with authenticated, customer-focused applications.
- Familiarity with Accessibility for Ontarians with Disability Act (AODA) and related regulations, and security best practices.

- Strong written and oral communications skills. Must be able to communicate development strategy to technical and non-technical group members and communicate any issues found during development clearly.: 15 Points
Deliverables
- Designing and building web application features based on identified requirements.
- Developing UI prototypes as needed (focus will be on the look and feel, ensuring it meets the needs of the business users)
- Fixing bugs related to feature development.
- Supporting production issue investigation and analysis when necessary.
- Documenting and sharing implementation knowledge within the team.
- Supporting existing Quality Improvement and Public Reporting products as required, including projects related to eliminating product technical debt.

- Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
- Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
