As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Rocky Mountain Region, General Law Section located in Lakewood, CO your specific duties will include:

  • Applying the Federal Acquisition Regulation (FAR), agency acquisition regulation supplements, federal appropriations law, and other regulations, laws, and policies affecting federal procurements when reviewing the following for legal sufficiency: (a) solicitations, source selection (award) decisions, and contracts for supplies and services, construction, and information technology; (b) other contractual actions, such as modifications to existing contracts, limited or sole-source justifications, other determinations and findings, and ratifications; (c) cure and default notices, requests for equitable adjustment, and terminations for convenience and default; (d) cooperative agreements, grant awards, and intra- and interagency agreements; and (e) a variety of other contractual and programmatic actions.
  • Providing on-the-spot legal guidance in the resolution of complex procurement, appropriations, administrative, and program issues.
  • Conducting legal research and producing opinions and memoranda requiring a high degree of creative legal effort, judgment, and discretion, often harmonizing conflicting positions in areas with little or no precedent, while promoting goals of uniformity, simplicity, and efficiency.
  • Evaluating and advising on contract performance issues, claims, and bid protests and representing the Department in litigation before the Civilian Board of Contract Appeals and acting as the lead attorney for agency-level protests.
  • Acting as a liaison with the Division of General Law - Acquisitions and Intellectual Property branch in protest litigation before the Government Accountability Office.
  • Acting as a liaison with the U.S. Department of Justice in contract and protest litigation at the Court of Federal Claims or on appeal. Developing the agency record, drafting litigation reports, and assisting DOJ in all aspects of litigation,

Salary Range: (Per Annum)
GS-12: $96,684 to $125.685
GS-13: $114,970 to $149,465
GS-14: $135,860 to $176,620

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
