Background
Company's new enterprise data management (EDM) project will make it easier to locate, share, analyze and protect the state s vast stores of data and use it for critical decision making. The EDM Project is responsible for establishing the governance, organization, and policy required to maintain enterprise services that aggregate and consolidate data and enable access to trusted data sources.
The project is implementing an enterprise data strategy focused on managing data as a shared, trusted source that is
authoritative and properly secured so agencies can turn their combined data into valuable information for outcome-
based analysis and decision making. The Project is working with agencies to understand the barriers to sharing data
and collaboratively find solutions using a data trust framework and data governance processes. An objective of the
Project is to help agencies to break down barriers to make data quickly accessible and available to evaluate at an
enterprise and agency level.
The project will design a state platform where agencies can securely share and govern data updates and will examine
how data is collected to establish policies and standards that ensure agencies can combine datasets in meaningful
ways. The Project will use industry standard tools and practices to establish and maintain EDM services and will
demonstrate how applying these practices and tools make a measurable difference by building a representative,
integrated data systems that allow for accurate, robust, and consistent analyses on the wellbeing of the diverse
people and communities residing in Washington state.
The EDM Project Manager will identify gaps based on experience and best practice, provide recommendations, and
work with project team members to ensure projects completion and success.
- Provide Scrum Master services and general project management services, including status, projection and budget updates, facilitate meetings, drive project tasks and activities to completion, backlog management, ceremonies, risks and manage governance.
- Manage a cross-functional team and contractor resources to plan and execute the EDM project made of three workstreams: platform, governance, and strategy. Work with EDM project leadership to escalate any challenges that cannot be resolved within the team. Engage with State agencies as necessary to undertake this work.
- Assist EDM project and Leadership with overall EDM project management activities, including but not limited to scope, schedule, budget, risk, and communications for example, following standard, best practice project management methodology.
- Design and facilitate project meetings including but not limited to regular meetings with different project team members, internal and external resources, steering committee meetings and other meetings.
- Drive overall project communications including the production of necessary documents and content.
- Communicate through various channels including but not limited to EDM project SharePoint portal, email, newsletter, remote and in person meetings for example.
- Assist EDM project and Leadership to manage external vendor resources, including but not limited to project schedule, risk, budget, resources, and deliverables. Produce procurement related documents to assist in vendor management activities. Ensure that project vendors operations meet the agreed upon legal, contractual, and professional standards.
- Collaborate with internal and external resources and project managers and anticipate resource constraints across projects and mitigate to avoid project delays.
- Track, monitor, and review project risk register to ensure comprehensive risk identification.
- Oversee the execution of project risk mitigation plans.
- Ensure project performance and track progress with timeline and goals.
- Plan, monitor, and track key metrics for progress and performance.
- Identify root causes of projects performance shortfalls and opportunities to improve.
- Produce project management documentation and deliverables such as charters, project management plans, schedules, budgets, communication plans, statements of work, regular project status reports and other documents as required.
- Develop project communication and status in the form of a Word document, PowerPoint presentations, website content, and all other materials as required.
- Design and facilitate regular and ad-hoc project meetings, also participate in other project related meetings as needed.
Preferred education, experience, and competencies
- Bachelor s degree in information technology, public administration, business administration or related field
- Relevant professional experience in technical and project management
- Deep understanding of current technology topics, especially relevant to enterprise data management and
- artificial intelligence
- Experience with large, enterprise data management technologies and strategies.
- Ability to identify synergies and addressing interdependencies between workstreams
- Resource and sequence plans to oversee large scale projects
- Vendor management, including enforcement of Service Level Agreements (SLAs)
- Familiarity with state and federal policies related to data management technology, strategy and governance,
- AI, and privacy
- Mentor, coach, and develop leaders
- Strong communication skills with ability to align the organization on complex technical and business decisions
- Create briefing content for project governance and executives
