Health System Specialist (Operations)

Major duties include, but not limited to:

Program Administration

• Responsible for providing expert support to the Executive Director, Deputy Executive Directors, Portfolio Directors, and leaders within ONS for program matters pertaining to evaluation of the effectiveness of programs and operations.
• Prepares comprehensive reports, presentations, publications, and responses to incoming task/action requests.
• Produces complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews; developing or fostering cross-agency activities.
• Serves as a technical expert and programmatic consultant for assigned mission areas that have impact across the enterprise.
• Reviews portfolio/program area budget initiatives, subsequent justifications and defends for the clinical or administrative area to the ONS executive leaders as needed.
• Actively participates with upper management in defining strategic goals, developing, and implementing administrative and clinical programs, and education of staff regarding processes related to operations, research, assisting in measurements of those goals, and contributing to the success of projects.
• Independently plans and initiates fact finding, analyzing data, and developing recommendations from a variety of alternatives.
• Works closely with VA Central Office and Consortia/Networks to ensure the ONS performance levels meet the national criteria.
• Identifies system development issues and/or data capture issues (i.e., absence of data, quality of data, and timeliness of data collection), develops and implements plans for addressing issues.

Research, Analysis, and Strategic Planning

• Develops thorough, administrative, and strategic operational initiatives of ONS enabling the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organizational objectives, priorities, resources, and oversight area.
• Uses databases and registries, formulates tools to support the program, and ensure quality management and administrative oversight.
• Provides technical expertise in the field of health care planning; provides advice and assistance regarding possible need for revision of regulations and policies governing planning activities.
• Analyzes and interprets data to identify the effectiveness of initiatives and programs within the ONS to identify opportunities for improvement.
• Ensures that proposals/initiatives submitted for ONS approval are complete and all implementation requirements are accurately identified.

Work Schedule: Monday - Friday 8:00 AM - 4:30 PM
