- Serves as a Subject Matter Expert (SME) for the Programs and Project Controls Branch, Data Quality Team (DQT)
- Responsible for interpretation and application of regulations relating to Civil and Military programs, automated funds management systems, civil programming and fiscal matters related to these programs.
- Functions as the senior policy advisor to the Deputy District Engineer for Project Management and Programs and Project Management Branch Chiefs, as well as other District leadership on schedule related matters
- Staff advisor working with the District’s Civil Works, Military, and IIS program managers, District resource providers, and the Operational Management Board (OMB).
- Provides strategic advice to SPK leadership regarding project schedules, resourcing, and budgets.
- Develops, maintains and distributes a list of current and future projects for workload forecasting and resource planning of Civil Works, Military, and IIS projects.
- Performs data traces to confirm that sub-tier contractor schedules are accurately networked and incorporated into the prime supplier and the overall program schedule.
- Registers projects and project data in the specific District Primavera P6 library; maintains District standard WBS templates and is responsible for the Primavera P6 database management for resourcing, programming and execution of projects.
- Provides comprehensive analysis of data obtained by utilizing government Primavera or AE firm/customer analytical tools of contractor construction claims, involving alleged delay of project completion with enormous potential cost impacts.
- Coordinates with PDT, Civil Works Project Management, the Supplemental Program Managers, and Military Program Managers to assure funds are available for established schedules.
- Analyzes program and project data to take input data in Primavera P6 for the proper interface with the RMS, CEFMS, and other upward reporting tools, and as required to provide information for the PM to utilize Primavera P6 to manage projects.
