Within the United States Copyright Office (USCO), the Office of Copyright Records (CR) is responsible for establishing records policies and preserving, maintaining, and servicing copyright-related records. This Office records transfers of copyright ownership and notices of termination, makes copyright registrations and documents and related information available to the public, researches and provides certified and non-certified copies of copyright registration deposits, ensures their storage, retention, and security, and performs records management and safeguards the official records of the U. S. Copyright Office. The Office of Copyright Records oversees the world’s largest repository of records on copyright ownership.

This position requires access and use of high value and top tier collections to perform the work of the position. This position requires a Public Trust background investigation at the Moderate risk level.

The position, Copyright Specialist (Records), reporting to the Records Research and Certification Division Head, searches and prepares reports on Copyright registrations and recordation, works in front of the public in the Reading Room and while conducting tours, and reviews incoming requests as part of the preparation of cost estimates for sectional services.

Independently prepares comprehensive and objective reports (either in a certified or uncertified format) of research findings for diverse and complex technical questions on copyright law. Reports may take the form of a detailed bibliography. The employee, in taking full responsibility for the reports, and in accordance with Copyright Office policies and regulations, provides and signs responses to requesters. Evaluates the legitimacy of an "expedited" search request based on the criteria established by the Office and determines whether there is a need for expeditious service. In preparing reports, the employee: provides supportive documentation in the form of printed materials such as circulars, slip letters, and other relevant information.

Independently provides information concerning copyright search inquires for which replies and solutions are well-precedented. Information is communicated through a variety of methods, such as in writing, in person, by email or by telephone. Contacts are with attorneys, agents of authors and varies industries, as well as members of the public, to answer all types of copyright-related inquiries. The answers express the opinion of the Office and so require extreme discretion.

Provides in-person research guidance to users of the Copyright Card Catalog and other Division services. Instructs client in reference techniques, information sources, and the use of the catalogs, indexes, record books, micrographic data and automated databases. Provides estimate of fees required to undertake searches, explains other fee services, and responds to questions. Provides guidance and instruction to the public in the use of equipment. Ensures the equipment is maintained and reports equipment problems.

The incumbent of this position may work a flexitime or compflex work schedule.

The tour of duty for this position is full-time.

This is a non-supervisory, bargaining unit position.
