Serves as Program Manager and functions as a program expert to assist with assigning and conducting analytic tasks, allocating resources and staff time; preparing and managing budgets and budget-related reporting activities; managing procurement, contracting, and business functions; providing program and analytical expertise; presenting analytic findings and results to OIG and OMP management and external customers; and assisting the Deputy Inspector General (DIG) with broad level administration and planning. The incumbent may be required to serve as affiant in adjudicated case work as well as authority on programmatic methods, techniques and services.
Facilitates and manages assignments of analytic work requested by OIG components and external customers that is performed by staff to assist these agencies in performing HHS and federal oversight activities. The incumbent also may determine the soundness of proposals and initiatives in meeting program objectives and making efficient use of resources; interpret program, policy, contractual, financial planning and analysis information; prepare plans, budgets, comparative studies, performance management and measurement activities; perform other administrative and managerial activities; and identify analytic, policy, and information technology infrastructure issues related to OIG operations of the assigned program. In addition, the incumbent provides a full range of options on which to make decisions with OIG senior management, staff, and Departmental officials to implement necessary action.
Advises the Deputy Inspector General and OMP management on major program planning, information technology, and policy considerations. The incumbent makes appropriate recommendations, to agency budget and program officials to gain acceptance of the proposals, which may substantially impact resources, as well as support or change program emphasis. The recommendations carry considerable weight in influencing final decisions of a policy nature. The incumbent assists with developing data briefings for senior OIG management for press conferences, OMB hearings, and meetings with other HHS components on crosscutting topics with governmental impact.
