The Supervisor for Physical Therapy has extensive knowledge of the principles, practices and procedures of physical therapy practice and the science of physical therapy as necessary to plan and direct the wide range of activities relating to the overall operation of the physical therapy program under the Physical Medicine & Rehabilitation Service (PM&RS) at the Jacksonville Outpatient Clinic within the North Florida/South Georgia VA Health System.
The Physical Therapy Supervisor has full supervisory authority over the assigned employees. The incumbent is also responsible for coordination and supervision of students and volunteers, that rotate through the physical therapy section.
The Physical Therapy Supervisor is responsible for the supervision, administrative management, and direction of the physical therapy program in a large VA Medical Center in the incumbent's assigned area. The incumbent may provide supervision of key clinical and training programs, including the overall technical oversight of the physical therapists who they administratively supervise.
Duties may include but are not limited to:
- Responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section.
- Establishes the overall mission, vision, and values of the PT Section in concert with the PM&RS and the NF/SG VAHS. Reviews annually and revises as necessary or appropriate. Develops annual objectives that support the NF/SG VAHS strategic plan and works throughout the year to achieve the objectives.
- Demonstrates a great deal of autonomy in performing responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, staffing, imposing disciplinary measures and monitoring clinical privileges.
- Responsible for assessing, planning, and evaluating the delivery of therapy care utilizing personal experience and current research in order to maintain an integrated and comprehensive therapy program. Plans, develops, implements and oversees any new physical therapy ventures in collaboration with PM&RS leadership.
- Directs the Performance Improvement efforts for the physical therapy section, designing activities that detect and remedy deficiencies in process and outcome of physical therapy services.
- Demonstrates knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to staff PTs within the department.
- Demonstrates knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ensures EEO standards and policies are observed. Monitors employee turnover, compensatory time, overtime and absenteeism. Conducts interviews for recruitment, reassignment, and promotions using Performance Based Interviews. Maintains functional statements and position descriptions in accordance with VA requirements. Prepares Performance Plans, conducts mid-term reviews and yearly performance ratings. Addresses performance and conduct issues promptly as they occur and handles issues with a consistent approach. Supervisor documents and initiates disciplinary actions as warranted in accordance with VA policy. Provides recognition and/or rewards for high level performance.
- Conducts initial and ongoing competencies following FA guidelines and if warranted prepares an educational plan for the Physical Therapy Section or individual employees as needed. Ensures that employees' competencies are continuously developing and provides on-going feedback on employees' performance.
- Demonstrates the ability and skills to effectively supervise, direct, and manage a diverse therapy staff including interpersonal relationships and conflict resolution.
- Demonstrates the ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
- Responsible for utilization and management of available space for current, additional or expanding therapy programs.
- Demonstrates the ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
- Provides supervision of key clinical and training programs and assigned staff, including the overall technical oversight of the students whom they administratively supervise.
