This position serves as a VISN 22 Veterans Transportation Program Manager within the VISN Office. Provides management, support, and required oversight to assist VA transportation providers and key business staff to medical centers across the VISN. The position manages the VISN VTP including Veterans Transportation Service, Beneficiary Travel, the Highly Rural Transportation Grant Programs.
Major duties and responsibilities include but not limited to:
- Participates in national VTP Surveys, reviews, studies and manages the VISN participation in such surveys/studies, as well as managing VISN surveys which produce data used to adopt new policies or change existing policy to improve operations and compliance with regulations to achieve higher efficiencies of operation.
- Oversees management of the overall operations of the VTS Program at all the Medical Centers within the VISN.
- Monitors and ensures adherence to VTS, BT, and VHA policy; monitors and ensures sites report metrics accurately and timely; and monitors and communicates with sites regarding obligation of VTS funds.
- The VISN VTP Manager ensures compliance is achieved VISN-wide through periodic program review and communicates directly with VTP Program Office Compliance staff on discrepancies in Improper Payments Elimination & Recovery Improvement Act (IPERA), OIG, and GAO review/missing information.
- Responsible for ensuring implementation of audit/compliance corrective action measures.
- Ensures facility VTP Managers comply in a timely and accurate manner to VTP Program Office, IPERA, OIG and GAO requests for information.
- Ensures VTS programs at the Medical Center level are appropriately engaged with the HRTG recipients to ensure proper transport of Veterans by the grant recipients, and communicates with the VTS Regional Coordinator on issue resolution requiring national attention.
- Serves as the Subject Matter Expert (SME) for the multi-state region of a VISN regarding veteran and patient transportation for travel. The incumbent consults with the VA Medical Center Mobility Managers and Executive Leadership, the VISN Rural Health Consultant, VISN Business Implementation Manager, and VISN Executive Leadership on issues concerning Veterans access to care and unique transportation issues. As the VISN SME, the VISN VTP Manager provides direct consultation and problem resolution to facilities.
- Works with VISN leadership to establish goals and general policy regarding patient transportation regarding policy for inter-facility transfers, Special Mode Transports, Air Ambulance etc., to ensure compliance with national program policy, as well as the most efficient and patient friendly means of transport are achieved while ensuring expedited transport resulting in improved patient care and improved patient flow within and between VISN facilities.
- Prepares reports, memoranda, and correspondence pertaining to various Veteran transportation issues; presents research findings and recommendations to VTS and MS leadership.
- Provides Train-the-Trainer activities for the VTS program at the Medical Centers during program implementation and provides constant support for day to day operations.
- Employs fact-finding and investigative techniques to gather clear-cut factual answers to questions from VTS field operations.
