Job Summary

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Public Safety Division within the Public Corruption Section.

The Public Safety Division handles all cases where young people commit a law violation in the District of Columbia and prosecutes selected adult misdemeanor cases. The Domestic Violence and Special Victims Section and the Mental Health Sections protect victims of domestic violence, incapacitated adults who are being abused, and mentally ill adults who need emergency psychiatric care. The Restorative Justice Section facilitates conferences between the young people who commit crime and the victim, where the victim is interested. The Public Corruption Section prosecutes offenses related to fraud that undermine the public trust.

Description Of Duties

The Public Safety Division is seeking a dedicated investigator to join its team in combating public corruption and elder abuse. This role is critical in addressing key priorities set by the Attorney General, including eradicating public corruption through the investigation of bribery, fraud, campaign finance violations, and other forms of misuse and appropriation of government resources. Additionally, the investigator will play a crucial role in safeguarding elder and vulnerable adult populations, who are often targeted by unscrupulous contractors, debt relief scams, abusive debt collectors, fraudulent telemarketers, deceptive debt relief companies, as well as exploitative family members and caregivers. The successful candidate will be instrumental in upholding justice and protecting those most at risk. The Public Corruption Section receives referrals from the Elder Abuse Team of the Domestic Violence and Special Victims Section, who represents Adult Protective Services in obtaining guardians and conservators for vulnerable adults as well as other District agencies, law enforcement partners and citizens. Upon receipt of a referral, the Public Corruption Section investigates and prosecutes these matters through a Memorandum of Understanding with the United States Attorney’s Office for the District of Columbia.

The Investigator Will Be Responsible For

  • Planning, organizing, conducting, and managing complex investigations for violations of local and federal laws and regulations related to public corruption and financial crimes against elders and vulnerable adults.
  • Keeping supervisory personnel timely informed on investigative plans and activities.
  • Developing schedule of investigative “milestones” relevant to conduct of individual work assignments.
  • Determining methods of obtaining, preserving, and presenting evidence; ensuring conformance with rules of evidence and criminal procedure.
  • Properly securing evidence to preserve the integrity of the chain of custody.
  • Preparing and maintaining case files.
  • Conducting official investigative interviews of witnesses and any possible targets of investigation.
  • Creating an accurate, clear, and well-written record of events associated with all interviews and investigative activity.
  • Coordinating investigations with other law enforcement agencies.
  • Drafting thorough and complex reports of investigation. Developing and delivering briefings. Making recommendations regarding violations of law, regulation, and/or abuses and deficiencies that were contributory to offenses.
  • Working in collaboration with the United States Attorney’s Office.
  • Assisting attorneys with case preparation and presentation.
  • Testifying in court and before appropriate authorities regarding investigation activities.

Qualifications

A bachelor's degree in criminal justice, psychology, business law, or other closely related field, and at least two (2) years of related experience or an equivalent combination of at least six (6) years of relevant education, training, and experience is preferred.

To meet the GS-12 Level, Applicants must have at least one (1) year of specialized experience equivalent to the CS-11 grade level, or its non-District equivalent. Examples of specialized experience include: having expertise with using/performing data analytics/techniques, digital/computer forensics, forensic accounting; conducting, assisting, or participating in criminal or noncriminal investigations involving employees and/or associated individuals outside of the agency suspected of extortion, collusion, conspiracy, forgery, bribery, accepting gratuities or unauthorized fees, embezzlement, theft, fraud, perjury, giving false, fictitious or fraudulent information, or other violations affecting the administration of laws by employees; and developing facts and evidence, gathering information and intelligence, conducting interviews and interrogations.

Salary: $89,958 (The salary amount is based on available funding for this position)

Type of Appointment: Career Service - Regular Appointment

Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFSCME Local 2401. If you opt to join the union, and consent, a service fee will be paid through direct payroll deduction.

Remote Work Status: A hybrid remote telework/in-office schedule option is available.

GENERAL SUITABILITY SCREENING: The selected candidate will be subject to a background investigation including reference checks.

PRIORITY CONSIDERATION: Displaced Employee Priority Placement: Candidates who are eligible for the District of Columbia’s Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.

EMPLOYMENT BENEFITS: Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if the selectee was previously employed in the District of Columbia’s government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

RESIDENCY PREFERENCE: A person applying for a position in the Career Service, Education Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District residents’ applications, unless the person declines the preference points. If selected, the person shall be required to present proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
