EEF Program Service is one of five main operational elements within OAEM. EEF leads VA's efforts to comply with federal mandates related to energy, water, environment, fleet, sustainable buildings and climate change adaptation, EEF formulates VA-level policy programs, provides oversight, guidance, training and completes required agency reporting. The senior Management and Program Analyst within EEF will be intricately involved in performing the following duties:

  • The incumbent of this position serves as a senior specialist, key advisor, and program implementer, within EEF regarding VA's sustainability goals and objectives in one or more of the following specific areas: energy and water efficiency, energy performance contracting, fleet management, environmental compliance, sustainable buildings, and climate change adaptation as required by law, regulation, executive order, and/or Departmental policy. He/she is an integral member of the Energy Management Program representing the Secretary of Veterans Affairs,' interest and VA's efforts to become more sustainable and continually reduce its environmental footprint. As appropriate, these activities are performed, and products are provided in coordination with representatives from the Staff Offices, Under Secretaries of Administrations in VA, various senior leadership of staffs in VA Central Office, Administration field elements, Assistant Secretaries of the Staff Offices, and personnel from Office of Management and Budget (OMB), Government Accountability Office (GAO), General Services Administration (GSA), Department of Energy (DOE), and other agencies and organizations. Expertise and input must be coordinated with both headquarters and field elements across a spectrum of functional areas including policy, oversight, sustainable operations, budget, finance, acquisition, engineering, and law.
  • The incumbent will possess extensive, detailed, specialized, strategic and expert knowledge of management practices and procedures to resolve problems of major significance to agency energy management programs including proposing legislative, operational or programmatic management solutions.
  • The incumbent will have the experience in developing and implementing a sustainability training program covering a wide variety of topics.
  • The incumbent will have experience with comprehensive and expert knowledge of analytical and evaluative methods regarding the legislative and budget processes as they relate to Federal programs.
  • The incumbent will have extensive, detailed, specialized, expert knowledge of statutes, regulations, licensing/permitting requirements sufficient to use in planning, implementing, or monitoring sustainability programs and services (e.g., determining needs, evaluating program effectiveness, suffering compliance with regulations).
  • The incumbent will have the ability to write various types of documents in a clear, concise, objective and logical manner appropriate to various levels of understanding, demonstrating a high degree of knowledge of composition and communication principles and English language usage (organization, vocabulary, spelling, grammar, syntax and punctuation)
  • The incumbent will have experience in preparation and oversight of planned procurements and requirement packages and monitor the expenditures of funds for a program that has directed investments over $1 billion.
  • The incumbent will have experience in monitoring evaluations and reports, the ability to trend organizational performance and provide feedback measures and results.
  • The incumbent has knowledge of National Environmental Policy Act (NEPA) compliance program.


Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized 50% telework and selectee will be expected to report to 810 Vermont Ave NW, Washington, DC or a VA facility within the commuting distance of the selectees location the remaining 50%.
