  • Serve as a senior advisor and an authoritative advisor to the Associate Director for Management (Executive Officer), other members of Office of Management (OM), and the Immediate Office (IO).
  • Serve as the principal advisor and strategic leader in developing appropriate and timely office position, policy, and responses under unique and unprecedented circumstances.
  • Provide high level advice on organizational change, organizational culture, strategic management planning, Congressional activities, policy development, special assignments and other critical programmatic issues, priorities, and responsibilities.
  • Develop, recommend, and implement administrative operational policies and procedures designed to ensure consistency and balance for all administrative functions, such as budget, training, human resources, and information technology.
  • Provide interpretation and guidance on operational policy as it affects programs and on special issues which can cross organizational lines.
  • Identify, assess, and advise on emerging, standing, complex, or precedent-setting issues impacting operational procedures, policies, activities, and resources.
  • Develop and review proposals for higher official review that may include highly complex legislative and regulatory proposals.
  • Collaborate with leadership in establishing priorities and deadlines for work products.
  • Direct and manage significant elements or phases of projects related to major organizational functions, programs, or operations with wide or significant effect.
  • Resolve difficult and complex technical, project management, and organizational problems using innovative and original approaches.
  • Monitor projects to ensure priorities and deadlines are met.
  • Provide updates and recommendations delivered through briefings, reports, briefing papers, and presentations.
  • Identify any substantive problems and shortcomings associated with program initiatives and administrative functions and make sound recommendations to resolve through alternative solutions and collaboration.
  • Provide direction on special projects and advise top management on major issues.
  • Lead, conduct, and participate in complex management studies and reviews with wide or significant effect on the program, policy, processes, and operations.
  • Plan, analyze, and evaluate effectiveness of program and administrative operations, performing highly complex analytical study assignments requiring application of qualitative and quantitative methods for assessment and improvement of operations.
  • Analyze and evaluate aspects of substantive, mission-oriented programs administered by key organizations within the agency and develop novel ways to resolve problems in meeting established goals, measures, and objectives for program effectiveness.
  • Perform special assignments often on an emergency basis and of complex nature and in collaboration with other Agency components; other Federal organizations; and the regulated industry, academia, and health professionals.
