- Serves as the principal staff advisor; builds relationships with career services offices and universities, professional organizations, chambers of commerce, etc
- Leads, develops, and implements human capital recruitment strategies to accomplish strategic goals and objectives, supporting the Army Installation
- Utilizes social networking, technology user groups, resume mining, media channels, professional organization and industry relationships, internal and external referrals, job fairs, and other means to establish relationships with potential candidates.

- Performs complex research, assimilates, and analyzes workforce trend data, benchmarking studies ,pilot programs, and other appropriate actions to identify and address existing and emerging talent gaps in the civilian workforce.
- Identifies and eliminates any existing fragmentation, inefficiencies, and untapped potential, with a dedicated focus on existing and emerging initiatives
