The Railroad Safety Apprenticeship Program Manager:

  • Serves as the PM for an FRA-wide initiative. Serving as the project lead for the analysis and recommendation for setting the direction of FRA’s IAP. Acts as a cross-discipline liaison for efforts pertaining to the development of Apprentice Inspectors.
  • As the subject matter expert (SME), formulates long-range plans for the organization and for the Apprentice program with input from FRA leadership and applicable discipline SMEs. Advises leadership concerning ongoing program development and policies associated with the IAP. Researches, analyzes, and summarizes data (both historical and current) from a variety of sources. Communicates the research results to superiors, technical specialists, industry representatives, legal counsel, and other entities as required.
  • Analyzes, designs, develops, implements, evaluates, and manages IAP training program and operating procedures using a variety of planning methods, practices, standards, and procedures for the successful delivery of instructor led courses, online courses, webinars, job aids, coaching, mentoring, simulations, and other learning interventions for FRA inspectors.

The ideal candidate will have demonstrated expertise in program management, specifically within apprenticeship or training programs. This individual must possess a strong ability to lead cross-functional teams and manage complex projects, ensuring alignment with Department of Labor (DOL) and FRA requirements for apprenticeship programs. Key responsibilities include developing strategic plans, managing life-cycle activities, and creating performance standards to ensure program success. The ideal candidate will be highly skilled in fostering collaboration, providing oversight, and implementing continuous improvements to achieve both programmatic and organizational goals.
