- Manages Clean Air Act (CAA) and National Environmental Policy Act (NEPA) air quality and greenhouse gas related environmental planning.
- Develops complex emission inventories, CAA and greenhouse gas analyses, and associated NEPA and environmental compliance documentation.
- Navigates the air quality and greenhouse gas environmental compliance process for a wide variety of USACE programs and projects.
- Reviews air quality and greenhouse gas related environmental features of proposed USACE projects, i.e., NEPA and CAA documents for military and civil works projects, and various planning documents for civil works and Work for Others projects.
- Provides quality control and/or quality assurance of in-house or A/E contracted environmental documents related to emissions modeling and air quality and greenhouse gas analyses throughout SPD and nationally, as appropriate.
- Ensures compliance with established criteria, sound environmental principles, standard practices, and existing environmental laws and regulations
- Participates in District quality assurance/quality control process for environmental elements related to emission modeling and NEPA and CAA air quality and greenhouse gas emission analysis and compliance contained in decision documents.
- Performs special studies of environmental methods and procedures. Analyzes and evaluates possible applicability to USACE projects, and makes recommendations based on findings.
- Develops or actively participates in conferences and workshops with DoD Partners, SPD, HQUSACE, Districts, consulting firms, non-Federal project sponsors, resource agencies, and other interested parties.
- Leads environmental resources project delivery team members in developing emission inventories, NEPA and CAA air quality and greenhouse gas emission analysis and compliance documents.
- Serves as the San Francisco District's CAA and NEPA air quality and greenhouse gas compliance expert.
