- Plans designs and executes protocol programs on behalf of the Department's most senior leadership.
- Serves as the senior technical advisor to the Secretary, Deputy Secretary, Chief of Staff, Deputy Chief of Staff, and, as appropriate, Chief Diplomatic Officer on matters related to the Department's protocol program.
- Manages and administers the Secretary's protocol program, which encompasses program development, program planning, and program evaluation.
- The incumbent establishes all policies and procedures pertaining to protocol, to include high level foreign and domestic visits, conferences, ceremonies, and official department functions involving the Department's Secretary, Deputy Secretary, and Chief Diplomatic Officer (as appropriate).
- The employee reviews current protocol activities for responsiveness to Department requirements and assures continued awareness to changing conditions by furnishing appropriate guidance both formally and informally to the Office of the Secretary, DHS component protocol staff, and appropriate external stakeholder groups.
