Supervisory Grants Management Specialist
This position is located within the Department of the Interior, Office of the Secretary, Orphaned Wells Program Office, Grants Management & Coordination Division in Washington D.C. or Denver, CO.
At the full performance level GS-15, the major duties of this position include, but are not limited to the following:
1. The position exercises the full range of supervisory responsibilities and is responsible for both short- and long-range planning. Provides guidance on problematic cases of an unusual or controversial nature: new policies, regulations, and concepts. Plans and assigns work to division staff based on overall mission, goals, objectives, priorities, skillsets, and manpower available.
2. Provides leadership, guidance, and direction in financial assistance implementation to staff in the Division. Establishes, implements, and/or monitors internal control procedures and other administrative guidance to ensure integrity, safeguard sensitive information, promote accountability, and maintain compliance with all applicable rules and guidelines. Promotes teamwork and shared vision, as well as actively supports and promotes diversity, equity, inclusion, and accessibility initiatives.
3. Serves as an expert and advisor on complex grants and cooperative agreement matters to the OWPO Director, and other executives, on a routine basis. Provides strategic input on the development of Agency-wide grants management policies, practices, and initiatives associated with the orphaned wells program. Manages a multi-billion dollar and highly complex grants portfolio; representing the Agency as a "Steward of the Public Trust" regarding accountability of and oversight of federal funds and administrative and audit processes. Provides management and oversight of the Bipartisan Infrastructure Law financial assistance in excess of $4.275 billion in State grants and $150 million in Tribal financial assistance over the lifespan of the orphaned wells program.
4. Oversees the grants management life cycle for assigned program areas including grant announcements, review of applications, grant awards, grant monitoring and grant closeout. Maintains liaison with high level Government Officials, such as state and Tribal grant recipients to respond promptly to requirements/requests for financial assistance and information.
5. Reviews and evaluates reports, documents, and correspondence of various subject matter to ensure accomplishment of program objectives; makes proposals and recommendations for more effective programs; coordinates efforts, plans, and programs in conjunction with other offices and bureaus within the Department.
The OS-OWPO has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Incumbent must obtain and maintain a DOI Financial Assistance Certificate within 12 months of entrance on duty.
This position is designated Noncritical Sensitive: High Risk. The incumbent will be subject to a favorable background investigation and must be eligible for a Secret security clearance. This position is subject to drug testing. The incumbent must pass initial and continued periodic short notice drug testing.
Salary Information:GS-15
Denver: 159,806 to 191,900 per annum
Washington, DC: 163,964 to 191,900 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
