The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Cleveland, OH; Columbus, OH; Denver, CO; Jacksonville, FL; Kansas City, MO; and Charleston, WV.

Duties for the Supervisory Fiscal Operations Specialist, GS-0501-14 include:

  • Serve as the primary technical expert in the development, implementation, and management of the Black Lung Accounting System (BLAS).
  • Coordinate and manage remediation plans for the nationwide program recoupment activities for medical overpayments including working with DCMWC staff and contractors, DOL staff, and Treasury representatives.
  • Analyze workload trends and patterns across all Black Lung components; through evaluations of program performance, making recommendations to DCMWC leadership for performance management; through staffing strategies and recruitment for meeting customer service needs; and through succession planning for staffing needs in the National Office and District Offices.
  • Develop operational and Government Performance and Results Act (GPRA) goals, strategic plans, work plans, performance plans, budget justifications, program performance and evaluation assessments.
  • Review Debt Collection reports for accuracy, consistency, and collation and provides information to senior level management, Department of Treasury, 0MB, and other government agencies.
  • Manage improper payments by identifying program risks, implementing corrective actions, estimating and reporting improper payments annually, and continuously monitoring payment processes to ensure compliance with the Payment Integrity Information Act of 2019 and OMB Circular No. A-123.
