The incumbent serves as the Director, Division of Training and Education.
Typical Duties for this position include but are not limited to the following:
- Plans, establishes and communicates work priorities.
- Provides training, counseling, and identifies staff development needs; approves leave; develops branch recruitment plans; interviews and selects candidates for vacancies and initiates other personnel actions.
- Provides advice, counsel or instruction to individual employees on performance and administrative matters; evaluates performance and initiates disciplinary measures.
- Formulates, recommends and oversees the implementation of the strategies, program directions, methodologies, technologies, courses, procedures, reporting and guidance that form the basis for the WHD training program.
- Directs and provides technical guidance to develop and implement solutions to improve accuracy, efficiency, and utilization of program information.
- Develops and manages the annual training agenda and budget and regularly assesses the adequacy of the Agency training program as a whole and the relevancy of individual training courses/modules.
- Keeps abreast of the latest developments, training programs and activities that may be applicable to WHD training needs.
- Initiates and maintains extensive liaison with both program and training personnel in other DOL Federal agencies, representatives of professional organizations, and private industry, educators and other subject matter experts in and outside the government.
- Plans, organizes and directs the activities of the Training and Education Division that focuses on planning, administering or evaluating programs designed to develop employees and manage learning in the organization.
- Independently plans and conducts program evaluation activities of major significance to the operation, legitimacy, and ultimate improvement of WHD's training program.
- Designs standards and criteria for measuring training program adequacy and appraises program performance in light of these criteria.
- Evaluates planned new training methods, technology and content and proposed changes to existing training courses/modules to assess their relevancy and sufficiency of justifications for additional or reallocation of resources.
