What You'll Be Doing

In this impactful role, you will be at the center of Montgomery County's efforts to create a responsive, data-informed government. Your contributions will shape public policy, optimize resource use, and directly influence the efficiency and effectiveness of county operations. Your work will involve:

  • Data Extraction & Processing: Developing streamlined methods to extract relevant data from a variety of county information systems and external sources. Your skills will ensure that data is easily accessible, accurate, and ready for in-depth analysis.
  • Data Analysis & Insight Generation: Utilizing quantitative and qualitative techniques-including statistical analysis, surveys, and observational research-to interpret and clarify complex data trends. Your insights will directly support strategic improvements across departments.
  • Performance Monitoring & Reporting: Creating and tracking meaningful performance metrics to help departments gauge their progress and accountability. Your work will drive transparency and provide a clear view of the county's achievements and improvement areas.
  • Visualization & Storytelling: Designing engaging, visually compelling reports and dashboards to communicate insights effectively to both technical and non-technical audiences. Your ability to tell a story with data will be essential in driving key decision-making.
  • Cross-Department Collaboration: Working closely with various County departments, you'll identify opportunities to enhance operational efficiency and public service outcomes. Your collaboration will help departments use data more strategically to address resident needs.

Minimum Qualifications

Performance Management and Data Analyst II Level (Grade 25):

  • Experience: Three (3) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment
  • Preferred Experience : Three (3) years of professional experience in data analysis, program evaluation, or process improvement in a Public Organization.
  • Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.
  • Preferred Education : Bachelor's Degree in Public Policy/Administration , Data Science, or related field.
  • Equivalency: Graduate degree substitutes for one year of experience; equivalent combinations of education and experience considered.


Performance Management and Data Analyst III Level (Grade 28):

  • Experience: Four (4) years of professional experience performing data analysis and interpretation, program evaluation, and/or process improvement in an academic, data administration or business data analytics environment
  • Preferred Experience : Four (4) years of professional experience in data analysis, program evaluation, or process improvement, in a Public Organization.
  • Education: Graduation from an accredited college or university with a Bachelor's Degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering or related field.
  • Preferred Education : Bachelor's Degree in Public Policy/Administration, Data Science, or related field.
  • Equivalency: Graduate degree substitutes for one year of experience; equivalent combinations of education and experience considered.


Preferred Criteria, Interview Preferences

Interview preference will be extended to candidates who demonstrate:
  • Experience using data visualization tools like Business Intelligence software.
  • Familiarity with statistical analysis and data visualization techniques.
  • Ability to conduct research and generate insights from data.
  • Strong skills in quantitative and qualitative data analysis.
  • Knowledge of performance metrics and public sector data practices.
  • Ability to communicate complex findings in a clear, concise manner.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.

Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.

Montgomery County employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet all requirements may qualify for forgiveness on the remaining balance on their Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.
