Job Description

GENERAL PURPOSE

To perform a full range of landside and airside maintenance duties; performs preventive maintenance and repair of a wide variety of machinery and equipment, ensuring efficient, safe, and productive operations.

SUPERVISION EXERCISED

Employee has no supervisory responsibilities.

Essential Duties

Core Competencies

Oversees airside and landside grounds by ensuring all areas are mowed, edged, and landscaped; ensures all irrigation and watering systems for the grounds are operable and maintained.

Ensures herbicide and pesticide applications are properly and safely dispensed according to Texas Department of Agriculture (TDA) Policy.

Maintains airport building structures and other outlying support facilities.

Performs a full range of indoor/outdoor semi-skilled construction and maintenance projects as needed. These projects include repairs such as painting, floor covering, plumbing, roofing, electrical, carpentry, mechanical, concrete work, horticulture, earthwork, and pavement maintenance, to include asphalt and concrete taxiway and ramp repair.

Assists in inventory control and making purchases needed to operate facility.

Oversees preventive maintenance of all equipment and makes repairs as needed.

Performs airfield inspections in accordance with Federal Aviation Administration (FAA) and Department of Defense (DOD) regulations. Documents discrepancies and makes judgments as to the appropriate repairs or corrective actions to be taken. Performs necessary maintenance to repair airfield discrepancies as documented.

Performs scheduled and unscheduled maintenance on airside pavements.

Maintains and polices airfield grounds and aircraft movement areas to comply with FAA and DOD safety regulations.

Uses Airport Operations, VHF, and administrative radio systems in accordance with Federal Communication Commission (FCC) procedures.

Reacts to aviation related emergencies including the Airport Emergency Plan. Evaluates the situation, determines appropriate checklist procedures to follow and initiates action per Supervisor’s direction.

Oversees security checks of perimeter, airfield and terminal fencing and gates ensuring compliance with TSA and DOD security regulations.

May serve on various employee committees, as required, and assigned.

May represent the city at various conferences, seminars, and meetings.

May move and set up furniture, tables, chairs, etc., as needed.

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and comply with City of Killeen driving policy accordingly.

Performs other duties as assigned.

Required Minimum Qualifications

EDUCATION AND EXPERIENCE:

  • A high school diploma or equivalent is required,
  • Two (2) years of Electrical/HVAC experience, and
  • One (1) year of Mechanical/Welding experience, and
  • One (1) year of Building Maintenance experience, and
  • Six (6) months of Grounds Maintenance experience, or
  • Equivalent education or certifications for each area.

Knowledge, Skills, And Abilities

  • Ability to communicate clearly and receive instructions over 800Mhz mobile radios from Robert Gray Army Airfield Tower Operations.
  • Ability to understand and follow written and oral instruction.
  • Ability to establish effective working relationships.
  • Ability to use equipment and tools properly and safely.
  • Ability to work independently and to complete daily activities according to work schedule.
  • Ability to lift heavy objects, walk and stand for long periods of time.
  • Ability to drive small farm tractors with large mowing attachments.
  • Ability to patch, repair, tape, texture drywall in professional manner.
  • Working knowledge of equipment, materials, and supplies used in airside and landside maintenance.
  • Ability to troubleshoot diagnosis issues and perform quality repairs on small engines (i.e. landscape equipment).
  • Skill in operation of listed tools and equipment, basic office correspondence and time management techniques, and proper use of personal protective equipment (PPE).
  • Working knowledge of equipment and supplies used to do minor repairs.
  • Some knowledge of first aid and applicable safety precautions, and knowledge of lock-out/tag-out procedures.
  • Skills in welding (Arc and MIG).
  • Ability to complete quality minor plumbing repairs and clear drain lines with sewer auger.
  • Ability to safely operate gas powered hand held landscaping equipment (Trimmers, chainsaws, weed eaters, etc.).
  • Ability to read and comprehend construction drawings.
  • Ability to safely test and troubleshoot - 120V and 240V circuits and electrical equipment.
  • Ability to maintain regular and punctual attendance.

Special Requirements

  • Employee must possess a valid Texas driver's license by date of hire and comply with the City of Killeen driving policy.
  • Must obtain an Herbicide Applicator’s License within one (1) year of notification.
  • May be required to work nights, weekends, holidays, and rotating shifts.
  • Will be required to perform on-call responsibilities.
  • Must pass a criminal history, fingerprint-based, record check and background check. Must pass a fingerprint-based background check by date-of-hire.

Tractors, mowers, runway sweeper, trucks, pesticide applicators, chemical protective gear, welder, steam cleaner, portable heater, standby/portable generator, automatic gates, pavement striping equipment, pavement sealing equipment, edgers, weed-eaters, blowers, ladders/hydraulic lift equipment, blade and scoop equipment, glycol recovery equipment, fire extinguishers, assorted power/hydraulic tools, computers, electrical, and various other pieces of equipment or systems.

The noise level in the work environment is usually quiet during indoor shift operations. The noise level in the work environment is usually loud when the employee is working outdoors due to airplane and/or equipment noise.
