POSITION SUMMARY

The IT Delivery Manager will oversee the successful execution of IT projects, ensuring that technology solutions are delivered on time, within budget, and aligned with business requirements. Serving as a critical link between the IT team and business stakeholders, this role facilitates smooth operations and ensures alignment with organizational objectives. The IT Delivery Manager will manage the full lifecycle of IT projects, encompassing planning, deployment, and ongoing support.

Additionally, the IT Delivery Manager will provide quality assurance and release management expertise to ensure software products meet business requirements and quality standards by prioritizing and overseeing the testing process, identifying defects, and recommending improvements to enhance the software development lifecycle.

This role also involves planning, scheduling, coordinating, and deploying new software versions to production, ensuring timely and high-quality releases. The IT Delivery Manager will proactively manage risks, resolve roadblocks, and maintain effective communication with cross-functional teams involved in the development cycle, fostering collaboration, and driving successful project outcomes.

ESSENTIAL DUTIES & RESPONSIBILITIES

<>Quality Assurance (QA):</>
  • Lead testing efforts for infrastructure components, including Windows servers, virtualization platforms, storage systems, and network equipment.
  • Define and implement testing protocols for system upgrades, patch management, hardware replacements, and disaster recovery processes.
  • Coordinate all QA activities across projects and releases, ensuring QA standards and processes are followed throughout the entire testing lifecycle.
  • Provide leadership and coordination for QA functions across the enterprise, including communications and collaboration with business system analysts, product managers, EDI analysts, and other stakeholders.
  • Develop and maintain testing plans, schedules, and documentation to ensure comprehensive test coverage and adherence to release and project timelines.
  • Establish and maintain close working relationships with department managers and supervisors to address and resolve quality issues, maximize productivity, and ensure compliance with regulatory requirements.
  • Facilitate root-cause analysis to identify, solve, and prevent issues affecting product quality.
  • Implement and ensure effective utilization of QA tools and technologies to support automated and manual testing efforts.
<>Release Management:</>
  • Collaborate with project participants, application owners, systems analysts, developers, testers, and support teams to ensure timely and successful deployments.
  • Manage external companies (vendors) releases, bugfixes, patches or enhancements.
  • Coordinate with infrastructure and security teams to ensure compliance with industry standards and regulatory requirements during releases and testing cycles.
  • Monitor and optimize infrastructure testing environments to ensure scalability, reliability, and performance for enterprise-wide systems.
  • Manage all aspects of the release lifecycle, including scheduling, coordination, and delivery of software changes, application updates, security improvements, hardware upgrades, and project implementations.
  • Oversee the migration of software deployments from development to testing and ultimately to production environments, ensuring release readiness and compliance with quality standards.
  • Host daily stand-ups with core release teams to track progress, address roadblocks, and drive alignment across teams.
  • Work with IT management to improve software development processes, including continuous integration and deployment practices.
  • Manage shared environments, including scheduling restores, deidentification, and preparation for release readiness.
  • Develop and maintain a centralized release schedule in collaboration with product portfolio managers, ensuring alignment with organizational priorities and IT strategic direction.
  • Assist in managing interdependencies between projects to ensure milestone adherence and measurable quality controls are in place.
<>Leadership and Staff Management Responsibilities:</>
  • Manage a team of 3-4 QA analysts and in the future release coordinators.
  • Provide leadership, mentorship, and guidance to team members to foster professional growth and ensure high performance.
  • Delegate tasks effectively and monitor staff workload to ensure the timely completion of deliverables.
  • Conduct regular performance evaluations, provide feedback, and implement professional development plans for team members.
  • Foster a collaborative and supportive team environment that encourages innovation, accountability, and alignment with organizational goals.

EDUCATION, EXPERIENCE & TRAINING REQUIRED

  • Bachelor s degree in computer science or a related field, or equivalent work experience.
  • 2-5 years of previous release and/or project management experience.
  • 3-8 years of experience in IT operations, development, or testing.
  • Working knowledge of how to use Azure DevOps Server for documenting work items, building and managing dashboards/scrum boards, and generating reports.
  • Basic understanding of Azure DevOps Server source control and deployment features.
  • Advanced knowledge of Agile and Scrum framework.
  • Advanced knowledge of software development lifecycle.
  • Familiar with health care, managed care terminology, or Medi-Cal preferred.
