Position Summary
The Leadville-Lake County Housing Authority Director of Housing will lead a county-wide strategy to tackle Lake County's housing challenges across all levels of need. This role will reference relevant documents and planning tools available across the County, City, and other Special Districts (e.g., County and City Comprehensive Plans, Housing Needs Assessment, Housing Action Plan, Colorado Mountain College, UAACOG, Chaffee Housing Trust, etc.) and support the planning, development, and implementation of partner projects that support housing solutions to an appropriate level.
The Director will develop and implement policies that support long-term community housing development, preservation, and condition improvement. Reporting to a Board of Directors composed of community leaders, advocates, and housing experts, the Director will follow the direction set by the County and City’s Intergovernmental Agreement establishing the LLCRHA (IGA).

The City of Leadville and Lake County are engaged in an inter-governmental agreement, creating the Leadville Lake County Housing Authority (LLCRHA). The Director of Housing will play a large part in strategic planning with the LLCRHA board and developing partnerships and revenue opportunities. A recent Housing Needs Assessment has been completed to guide the work of the Director and LLCRHA. The Director will also need to learn the community needs and resources and act as a conduit for connecting those resources with community members, fostering partnerships and existing resource allocations to Lake County, and participate and facilitate conversations across development interests and partners advocating for the needs of the community. LLCRHA was originally established to act as a developer, but de-Brucing and other revenue challenges prevented LLCRHA from playing a lead role as a developer for these types of projects. Currently, the City and County are separately working on significant development projects within their jurisdictions with appropriate LLCRHA support.
Considerations
This position is funded by both the City of Leadville and Lake County. The Position shall be designated as a County employee pursuant to an Employee Lending Agreement between the Leadville-Lake County Regional Housing Authority and Lake County Government to enable the chosen candidate to receive employee benefits the County offers and the employee filling the position will be subject to County employee policies; however, the position reports to the Leadville-Lake County Regional Housing Authority Board. Essential Functions
Community and Stakeholder Engagement
- Coordinates with the City and County to set strategic goals, performance metrics and plans to manage the housing work.
- Participate in regional discussions regarding housing
- Establishes contacts and works with regional, statewide, and federal housing resources in order to connect community members with existing resources and bring attention to Lake County community needs. These resources include, but are not limited to: Lake County Department of Human Services, Cloud City Conservation Center (C4), Lake County Advocates, Economic Development Corporation (EDC) Steering Committee, Colorado Housing and Finance Authority (CHFA), Colorado Department of Local Affairs (DOLA), Colorado Department of Human Services, Upper Arkansas Area Council of Local Governments (UAACOG), US Department of Agriculture (USDA), Federal Home Loan Bank, and Department of Housing and Urban Development (HUD).
- Convenes the Development Subcommittee of the LLCRHA consisting of the Lake County and Leadville building and department staff, and a LLCRHA member at large.
- Serves as staff authority for community housing efforts within Leadville and Lake County
- At the request of partners, is available to coordinate and/or conduct community outreach to develop an understanding of community housing issues in the community; contacts and communicates with businesses and private and public sector agencies to coordinate and assist in meeting community needs; performs speaking engagements, develops media responses and press releases.
- Ability to advocate on the state and federal level for proposed legislation supporting affordable housing.
- Act as a liaison with the Development Subcommittee and with builders/developers, making them aware of local, state, and national incentives for including affordable housing within their development plans
- Engages with the City and County to identify potential and existing incentives/assistance/streamlining for developing community housing within higher density areas of Leadville/Lake County.
- Assists the City and County with analyzing and adapting current land use/building codes to better support efforts
- May assist the City and County to support current owners (including homeowners, property managers, and landlords) of community housing to ensure that their properties are safe, secure and well maintained for tenants
- Responsible for the fiscal management and monthly reporting to the County Finance Director of departmental expenditures.
- Develop and explore revenue generating opportunities for the LLCRHA depending on the role the organization plays as directed by the City and County.
- May provide oversight and performance evaluation of additional staff, contract employees, and volunteers. Currently there are no paid staff of LLCRHA.
- Serves as a central repository/distribution center for information regarding housing
- Working with the County Mapping Department, using GIS mapping, catalogs existing and proposed housing projects by market (location, type, %AMI served, deed/rent restrictions, etc.), land availability, and land parcel locations within the City and County
- In collaboration with SCEDD, utilizes and builds a database of, and relationships with, public and private sources of funding or other assistance
- Compiles, maintains, and informs the Board and partners of information on successful housing project examples that may be of interest to implement locally
- Utilizes and maintains the current inventory of potential no/low-cost real estate available for qualified projects (municipal/county-owned, federal public lands, restricted donations)
- Works in collaboration with Building and Land Use Staff and existing affordable and workforce housing agencies and programs operating in Leadville and Lake County to access resources and opportunities
- Communicates and coordinates activity to ensure efforts are complementary, to eliminate duplication or redundancy, and to prevent competitive applications for resources
- Acts as a liaison between local agencies and developers or landholders to facilitate partnerships
- Seeks out opportunities to identify development opportunities and/or vacant land that can be used for community housing by local agencies or jurisdictions d) Seeks out financing or funding opportunities to bring resources to local agencies that can be used in partnership with local government and developers
- Proactively provides advice and assistance to proposed community housing efforts
- Build knowledge and capacity with Community Planning and Development staff at both the County and City to communicate and share resources
- Advises developers on a range of options for achieving Leadville/Lake County objectives within the for-profit private sector model and the non-profit public sector model
- Advises local agencies and nonprofits on a range of options for collaboration or partnerships with developers
- Aids with introductions to funding sources, grant-writing, grant compliance, etc.
- Pairs builder/developers with identified partners/participants to enhance/accelerate problem-solving.
- Recruits experienced developers, builders, and operators of supportive housing (First 50, senior, transitional, disabled, etc.).

Requirements

- Preferred bachelor’s degree in business, policy, construction management, or real estate from an accredited four-year college or university.
- Six or more years of progressively responsible experience, including leadership, with a minimum of three years of experience in the development of government-subsidized housing.

- Valid Driver’s License with satisfactory driving record.
- Proficient at reading and comprehending written materials.
- Highly developed writing and oral communication and presentation skills.
- Employ time management and organizational skills to manage deadlines, projects and various other assignments.
- Above-average skills working with other people taking into consideration their needs, their personal styles, and the requirements of their jobs or interests.
