General Purpose
Under general supervision performs diversified professional emergency preparedness work for the Department of Public Health.
Typical Duties
Perform professional work in the area of public health emergency preparedness planning. Involves: Develop city and departmental emergency response plans ensuring National Incident Management System (NIMS) and Centers for Disease Control (CDC) compliance, maintaining working relationships with various agencies to ensure coordination and integration of state/region wide preparedness planning efforts. Provide education and training relating to bioterrorism and public health preparedness. May serve as department lead for the Continuity of Operations Plan, regional assessments, incident action plans and preparedness exercises.
Develop, implement and maintain comprehensive preparedness plans for the CDC Public Health Preparedness Work plan. Involves: Ensure all plans integrate into the Texas Emergency Management plans. Provide technical support in the development of public health response and preparedness exercise plans. Provide training to staff on planning methods and Continuity of Operation Planning (COOP). Coordinate with federal, county, state and tribal officials on preparedness planning. Work with stakeholders to ensure integration of regional and local emergency response plans. Facilitate stakeholder meetings to ensure agency representation. Coordinate training of employees on roles and responsibilities during emergency operations. Provide support and complete grant applications, work plans, quarterly reports, budget and financial reports and related reporting activities. Complete Incident Action Plans (IAP) during actual events. Prepare detailed and comprehensive reports to audit findings and recommendations using a variety of computer software. Coordinate with government agencies and community organizations to plan and implement regularly scheduled training exercises related to public health and bioterrorism.
Supervise assigned personnel and volunteers. Involves: schedule, assign, instruct, guide and check work. Provide for training and development. Enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony.
