Organizational Setting and Reporting Relationship
The position of IT Specialist (Technical Product Management) is assigned to the Digital for Development Operations Division (ITOP) within the Information Technology Department (ITD). ITD supports ADB's mission by delivering secure, effective, and innovative information systems and technology solutions. The department partners with business units across ADB to identify opportunities for using technology to enhance development impact through regional cooperation and integration.
ITOP provides digital solutions that meet business needs by delivering and supporting software application/data/business process management service products. It also drives information consistency and efficiency of product delivery. The division provides digital solutions to support development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution innovation.
You will be based at our Headquarters in Manila, Philippines and will report to Director, ITOP.
Your Role
As IT Specialist (Technical Product Management), you will play a critical role in the strategic refresh of the product procurement system. You will drive collaboration, implement important project milestones, and identify and improve processes to enhance system efficiency and stakeholder satisfaction. You will oversee the design, delivery, and implementation of product functionalities, ensuring alignment with both technical and functional requirements and adherence to stakeholder expectations.
You will serve as a bridge across three core disciplines User Experience (UX), Technology, and Business facilitating effective communication and integration among teams. You will also perform Scrum Master or Project Manager responsibilities, as needed, overseeing the configuration and alignment of each product component to meet the defined scope of work. Additionally, you will lead the decommissioning of the legacy platform in tandem with the commissioning of the new product, ensuring a seamless transition and launch.
You will collaborate with ITD teams, product managers, business users, business analysts, project leaders, and other key stakeholders to ensure that product scope and business requirements are consistently met. You will also manage a team comprising Business Analysts, Project Managers, and PMO Administrators to support the successful execution of project goals.
You will:
- Responsible for the procurement systems lifecycle i.e., cradle to the grave from sourcing, contract, supplier risk management, supplier performance, etc. that is integrated to several legacy downstream ERP systems, payment disbursements, contract awarding, etc.
- Lead Agile product development cycles, defining and prioritizing user stories, features, and acceptance criteria.
- Prioritize what to build and launch and prioritize product features, enhancements, and bug fixes, balancing business value with technical feasibility.
- Facilitate clear communication between all stakeholders, and committee members to ensure alignment of product vision, requirements, and progress.
- Conduct market analysis and engage with end-users to gather feedback, identify opportunities for product enhancements, promote innovation, identify pain points, and drive continuous product improvement.
- Plan and coordinate product releases, working with teams to drive user adoption and ensure successful product launches and user adoption.
- Establish product key performance indicators and track performance to ensure goals are met and drive data-driven improvements.
Qualifications
You will need:
- Bachelor s degree in Information Technology; Computer Science, Engineering, Data Science, Mathematics, Finance, or related fields; preferably at post-graduate level or its equivalent.
- At least 6 years work experience implementing supply chain systems such as SAP, Coupa, Ivalua, iCPX technology and human resources, ERP systems with AI capabilities and also in managing SaaS products, cloud-based solutions, or enterprise software products is highly desirable
- At least 3 professional experiences in AI, API management, Machine learning, UX/UI, engineering and product development managing product releases
- Technical project management experience; and knowledge of Continuous Integration and Continuous Delivery (CD/CI) pipelines
- Experience working with DevOps and Agile methodologies and working knowledge of Software Development Lifecycle
- Expertise in computer programming and good understanding of application infrastructure, system architecture, and product management
- Knowledge of traditional agile methodologies, including Scrum, Waterfall, or Kanban
- Skills and understanding of the following: AI, Machine learning technologies
- Data analytics, data browsing and data visualizations;
- APIs (Application Programming Interfaces) and microservices;
- UI/UX principles and good practices;
- Version Control Systems (e.g. Git, Phabricator);
- Deployment System (e.g. Kubernetes, Jenkins)
- Knowledgeable of programming languages such as Java, Python
- Written and verbal proficiency in English
