Job Summary:
Uses predictive modeling, statistics, machine learning, data mining, and other data analysis techniques to collect, explore, and extract insights from structured and unstructured data to support decisions. Develops strategies for leveraging data to improve the City s capabilities for delivering integrated experiences at any touchpoint. Provides strategic direction for the development of advanced analytics to support business needs.

Key Responsibilities:

  • Mines structured, unstructured, transactional, and big data to detect patterns, opportunities, and insights.
  • Interprets data to identify trends and validates models and algorithmic techniques.
  • Develops predictive/analytical modeling architectures, standards, and methodologies.
  • Creates analytical models to estimate the impact of different scenarios and supports business decision-making.
  • Performs exploratory data analytics to identify patterns and conducts advanced statistical analysis to determine trends and significant data relationships.
  • Collaborates with managers, end users, and stakeholders to integrate data mining results with existing systems.
  • Provides guidance to cross-functional leadership regarding data modeling possibilities.
  • Acts as a subject matter expert, offering analytical consultation, best practices, and solutions to achieve business goals.
  • Communicates data nuances and insights to all levels of the company in a clear and concise manner.
  • Collaborates with business segments to determine long-term vision and provide analytical support.
  • Analyzes large datasets to develop complex custom models and algorithms to drive innovative business solutions.
  • Works on large project teams to provide analytical support and guidance.

Minimum Qualifications:

  • Any combination of education (above the high school level) and/or experience equivalent to ten (10) years in fields utilizing the required knowledge, skills, and abilities, including at least three (3) years of intensive, recent experience in developing analytical models.
  • Completion of a data science certificate program (online or other) may replace 1 year of relevant experience.
  • Must have, or obtain, a current and valid Virginia or North Carolina driver s license in accordance with DMV eligibility requirements.

Preferred Qualifications:

  • MA/PhD degree in Computer Science, Math, Physics, Engineering, Statistics, Econometrics, or a related field.
  • 7+ years of proven experience in decision science, multivariate modeling, predictive analytics, big data analytics, and exploratory data analysis.
  • Knowledge of decision engines and machine learning algorithm creation and optimization.
  • Extensive experience working with large volumes of structured and unstructured data from various sources.
  • Strong understanding of predictive/analytical modeling techniques, theories, principles, and practices.
  • Specific experience in more than one of the following: machine learning, data mining, statistical modeling, and graph modeling.
  • Familiarity with data preparation, feature engineering, feature selection, and dimensionality reduction.
  • Fluency in SQL or other programming languages; some development experience in at least one scripting language.
  • Familiarity with relational databases and SQL-like query languages.
  • Demonstrated ability to deliver creative solutions and communicate complex concepts to technical and non-technical partners.
  • Strong business acumen with the ability to solve business problems through data-driven methodologies.
  • Excellent written, verbal communication, and presentation skills.

  5. Knowledge of data processing principles in municipal government.
  6. Knowledge of scripting languages.
