Division/Program Summary Description
The Employee Leaves and Benefits Unit provides guidance and resources regarding benefits and all leave and absence types, such as Family Medical Leave Act (FMLA), Paid Family Leave (PFL), sick leave, parental leave, personal leave, childcare leave, military leave, Special Leave of Absence Coverage (SLOAC), AWOL, and Workers' Compensation. We certify verification of employment, eligibility for the extended Military Benefits Package, and accuracy in transferring leave balances. We also certify TPF (Traveling Personnel Folder) for incoming/outgoing City agency employees, as well as manage the excess annual leave process. We complete FOIL requests and process/respond to subpoenas with the Office of General Counsel.

Job Duties And Responsibilities
- Create and maintain Personnel folders by ensuring employees' name labels are printed and kept up to date and incoming documents are filed correctly.
- Maintain Tab system for all new folders and ensure easy retrieval.
- Retrieve employees' personnel folders upon request by authorized personnel.
- Maintain separate filing system for active and inactive employees.
- Prepare and box documents to be transported to scanning center.
- Process all NYCAPS pension letters for civil service transactions and change of address.
- Assist with assignments within the Leaves and Benefits unit which includes but is not limited to Worker's Compensation, Verifications, and FOIL.
- Responsible for determining employee's eligibility for the various leave types.
- Liaise with the designated leave liaisons to give guidance on forms and appropriate leave as needed.
- Liaise with third party insurance carriers for Paid Family Leave and respond to all union, private and no-fault insurance request within a timely manner.
- Communicate with the Divisional Leave Liaisons with all leave transactions.

Minimum Qualifications
- A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
- A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
- Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
