Job Title: Project Manager
Location: Las Vegas, NV (Primary support will be onsite in Las Vegas, but occasional offsite support may be permitted depending on the status of the project and tasks)
Estimated Duration of Job: 12 months to 3 years with the possibility of extension subject to funds
Approximate Start Date: TBD based on a background check. The selected candidate may be able to start prior to background check completion with limited access, however full access and continued employment is based on passing a stringent criminal background check which may take 6 weeks.
The Project Manager Business License Accela Implementation will be responsible for leading the end-to-end deployment of the Accela Civic Platform for business licensing.
This role ensures successful system configuration, data migration, and stakeholder coordination while maintaining compliance with government regulations.
The PM will work closely with IT, Business Licensing teams, and vendors to deliver a fully functional and efficient licensing system. A strong onsite presence is required to facilitate project execution, testing, training, and user adoption.
Duties, Scope of Work, and/or Milestones:
- Develop and maintain a detailed project plan, timeline, and resource allocation.
- Ensure the project stays within scope, and timeline constraints.
- Provide regular status updates and reports to stakeholders and leadership
- Lead the configuration and deployment of Accela Civic Platform for Business Licensing.
- Collaborate with internal teams and vendors to migrate data from legacy systems.
- Customize Accela workflows, scripting, and integrations to meet agency needs.
- Act as the primary liaison between IT, Business Licensing, and Accela consultants.
- Facilitate meetings, workshops, and training sessions for end-users.
- Provide onsite and virtual training for licensing staff.
- Ensure smooth communication and coordination between departments and vendors.
- Work onsite as needed to troubleshoot issues and ensure system adoption.
- Provide hands-on guidance during testing, training, and go-live phases.
- Address and resolve technical or process-related roadblocks promptly.
- Oversee User Acceptance Testing (UAT) and resolve system defects.
- Develop training materials and conduct end-user training sessions.
- Ensure a seamless transition from legacy systems, minimizing disruptions.
- Lead the full lifecycle of the Accela Business License Implementation project.
- Coordinate with internal and external teams for configuration, integration, and deployment.
- Ensure system customization, migration, and training are successfully completed.
- Deliver a fully functional, compliant, and user-friendly business licensing system.
- Provide post-implementation support to resolve issues and improve processes
- Gather, oversee business licensing requirements from stakeholders.
- Assist, develop and implement customized workflows, scripts, and user roles in Accela.
- Assist with deploying the module in a production environment with minimal disruption.
- Monitor performance, address post-launch issues, and ensure adoption.
Minimum Qualifications:
- A minimum of eight (8) years in the Information Technology Field
- 4-6 years of Accela Civic Platform experience
- Minimum of 2 years of Business License experience
- Bachelor s Degree or equivalent
- Experience working onsite with government agencies
- Strong understanding of CLIPS (Comprehensive License Information Processing System (preferred but not required)
- Four (4) years experience managing software application implementation projects in large-scale systems, especially cloud-based technologies
- Hands-on experience developing both technical and user-friendly communications

- Exceptional written and verbal communication skills in English, with fluency in both oral and written formats.
- Experience with ServiceNow, Jira, or similar workflow management tools.
- Experience with Microsoft Office Products, including Microsoft Project
