Position Title: Associate, Government Affairs

Supervisor: SVP Government Affairs

Role Type: Full-Time, salaried (40 hours work week)

Location: Washington, DC (Hybrid, with 3 days in office)

Salary Range: $75,000 - $110,000 (exclusive of bonus & 401k)

Position Overview

Reporting to the SVP of Government Affairs, the Associate of Government Affairs will be at the very center of the CEBA’s Government Affairs team. To leverage the voice of our 400+ members, whose combined market capitalization exceeds $20T, requires world class stakeholder management.

The Government Affairs team needs to manage and leverage relationships with some of our corporate member’s Government Affairs teams, members of Congress and their staff, a significant coalition of NGO and policy think tanks, our retained lobbyists, Governors, state legislators, regulatory authorities and the administration.

This role requires excellent verbal and written communication, highly disciplined data management, the ability to think strategically while operating tactically to improve process, and the ability to manage a large stakeholder community to both schedule advocacy engagement opportunities and track engagement in pursuit of CEBA’s mission. The Government Affairs team has the responsibility to communicate technically complex policy to those with limited time. The Associate will assist senior staff in creating advocacy engagements, preparing for advocacy engagement and tracking engagement outcomes. The role includes the management and production of advocacy talking points working with CEBA’s Policy and Communications teams.

This role is hybrid and requires in office presence at least 3 days per week.

Core Responsibilities

Policy Projection

  • Working closely with the SVP, actively seek advocacy opportunities primarily with a target list of members of Congress requiring a solid understanding of Congressional process, behaviors, and norms.
  • Develop advocacy talking points, policy and legislative objectives and summaries of historical engagement in perpetration for advocacy engagements.
  • Understand CEBA’s Government Affairs strategy and work to maintain the scope, objectives and approach with the Policy Team, External Affairs, and the CEO’s Chief of staff.

Engagement Management

  • Build and maintain close working relationships with conservative Congressional staff, typically schedulers and legislative aids.
  • Maintain an awareness of and professional contact with senior Congressional staff.
  • Keep abreast of current and pending legislative issues as they relate to CEBA’s policy objectives.
  • Manage Quorum application and stakeholder records for CEBA member companies as it relates to Government Affairs.
  • Manage Quorum application to ensure accurate, timely and detailed records of all advocacy engagements including the topic of discussion, with whom and any intelligence gathered.
  • Follow up on, or ensure that CEBA follows up on, actions coming from advocacy engagement.
  • Develop, maintain and aggressively manage advocacy tasks assigned to CEBA staff using internal project management tools.
  • Support budget management for an unconnected political action committee for both corporate and personal executive donations working closely with the company responsible for regulatory filing.
  • Manage an accurate and up to date list of Congressional legislation, both introduced and not yet introduced, that relates to CEBA’s policy objectives in the Quorum application.

Metrics, communication and Reporting

  • Consolidate and report on legislative and regulatory movement to the exec on a weekly basis, and daily or hourly during certain times.
  • Work closely with CEBA’s Policy team to assist in the development of policy advocacy papers and talking points.
  • Summarize Quorum’s social media listening intelligence related to CEBA’s policy objectives into daily emails for the executive team.
  • Prepare regular communication to the government affairs offices of CEBA membership.
  • Using the Quorum application and other tools track and report engagement metrics to the exec team and prepare board reports.

Required

Qualifications:

  • Bachelor’s degree plus 5 years’ experience or Master’s degree plus 2.5 years of experience.
  • Minimum of 2 years’ experience tracking, researching and analyzing federal legislation, executive action and policy, regulatory changes, upcoming congressional hearings, bill mark-ups, speeches, political media and social media.
  • Direct experience with conservative policy makers.
  • Knowledge of the federal political process and demonstrable skills in producing lobby materials.
  • Demonstratable data management experience with a CRM solution.
  • A solid understanding of Congressional behaviors and norms and a working knowledge of regulatory agencies, Governors, state legislators, and the administration.
