Job Summary

The Technology Services Director leads the strategic and operational management of GIS, IT, and OT systems, overseeing cybersecurity, support services, infrastructure, applications, daily operations, and long-term planning to drive innovation and organizational success. The Technology Services Director is responsible for providing visionary leadership, strategic direction, and operational management for the organization’s technology services, including Geographic Information Systems (GIS), Information Technology (IT), and Operational Technology (OT). This role oversees cybersecurity, support services, daily operations, long-term planning, technology infrastructure, and applications. The director ensures the City’s technology resources are securely accessible to authorized parties while upholding a strong and proactive cybersecurity framework.

Duties And Responsibilities

  • Maintains and supports a positive, collaborative culture within the City organization as a whole, fully embracing the cultural and values statement espoused by the City.
  • Supervises, provides direction and support to GIS and IT staff; supports and encourages GIS/IT employee involvement to meet department, City, Utilities expectations as well as individual professional growth.
  • Assist staff with escalated issues relating to technology services.
  • Strategic Planning, budget development and advocacy for technology services.
  • Maintains quality service by establishing and supporting organization standards.
  • Collaborates with all departments and takes their request, gathers requirements, delegate workloads, determines solutions, and delivers end products or applications.
  • Manage projects and new initiatives for the city and utility teams.
  • Facilitate the continuous improvement of processes, compliance, policies and procedures for ensuring that applications, network systems and assets are operational and protected.
  • Communicates regularly with internal staff and external consultants, professionals and the general public.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Other duties and responsibilities as required.

Supervisor Duties

This position is directly responsible for other departmental positions. In this capacity, this position will be responsible for the direction, welfare, discipline, development, hiring, and separations of all subordinate positions assigned to this position. Additionally, this position is responsible for the budget, expenditures, and resource management associated with this position.

Work Environment

The Technology Services Director works in an office environment that is generally clean, well-lit, and climate-controlled. The workspace may include open office areas, cubicles, or private offices equipped with standard office furniture and technology, such as computers, telephones, and printers. Noise levels are typically moderate, with ambient sounds from office equipment and employee conversations. Occasionally, heightened noise may occur during peak operational periods or when handling customer inquiries in person or over the phone.

Lighting conditions in the office are consistent with standard indoor settings, primarily relying on overhead fluorescent or LED lighting. Access to natural light may vary depending on the office layout and location.

Extended periods of sitting and repetitive motions associated with typing or using a mouse may present ergonomic challenges, which can be mitigated with proper workspace adjustments.

The role involves direct interactions with customers, both in-person and remotely, which may occasionally result in confrontational or emotionally charged situations. While such instances are managed with appropriate training and protocols, they could contribute to stress.

Occasional travel to other work sites, meetings, vendor visits, conferences, and other off site destinations may be required.

Requirements

Qualifications

  • Requires a Bachelor's Degree in Computer Science, Engineering, Geographical Information or closely related field, or a Master's Degree in a related field.
  • Requires six (6) years’ experience in leadership and management experience in technology, with a preference for experience in Operational Technology (OT).
  • Requires a valid Colorado driver’s license or ability to obtain one within six (6) months of hire.
  • IT and GIS certifications (e.g. CISSP, CISM, GISP, PMP, ITIL) are preferred but not mandatory.
  • Experience with municipal or public sector environments is highly preferred.
  • Experience with electric and/or water utilities is preferred.
  • Experience managing projects involving integration between multiple enterprise software products and departments.
  • Strong knowledge of project management, including planning, statements of work, and system management and system implementation lifecycles.
  • Strong knowledge of systems integration and business requirements gathering.
  • Able to obtain the following ICS Certifications: IS100, 200 & 700.

  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • This position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
  • Must be able to lift up to thirty (30) pounds as needed and frequently lift up to ten (10) pounds.
  • This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.

Salary Description $114,000.00 - $151,500.00 per year
